Dual Use/SMEs Areas: European Defence Agency aims to: «Undertake initiatives together with participating Member States, aim at encouraging increased competition and fair opportunities for SMEs, through the development of measures supporting their operation in the defence market.»

What’s on EC side: «The Commission will promote the use of the Enterprise Europe Network and the European Strategic Cluster Partnerships, funded under its COSME programme, to support matchmaking events, networking, finding new business partners inside and outside the EU.»

Opportunities for collaboration: - EDA’s initiative to facilitate the access to European Structural and Investment Funds/ESIF. A guide to ESIF for dual-use technologies projects is available at details/pub/european-structural-fundshttp:// details/pub/european-structural-funds - EDA Defence Procurement Gateway on EDA website – information on policies, opportunities related to defence. The portal will be further developed - closer with Industry/SMEs needs. Potential ideas from our SG are very welcomed. Defence-related ICT companies can be registered in the Defence Industry Directory (“Yellow Pages”). - EDA contracted a study on dual-use focusing on SMEs with expected result in this autumn. - Potential contact with National Defence Industry Associations for support.

What EC does? EC works closely together with the EDA, as to ensure complementarity and consistency. To this end: The Commission will also clarify the rules under which the European Structural and Investment Funds (ESIF) can support dual-use projects. In addition, the Commission will foster applications from cross-border clusters and networks to the European Territorial Co-operation programme. It is up to companies, clusters, and regions in the defence community to take the opportunities offered by these programmes. However, the Commission will, in close co-operation with the EDA and the Association of Regional Development Agencies (EURADA): - raise the awareness of these opportunities through targeted workshops and events. For example, a recent workshop took place on 12 th May in Brussels. Another workshop will be organised on "Smart specialisation strategies and defence and security industries" on 8 October 2014 in Brussels. - issue a guidebook for regional authorities and SMEs clarifying the ESIF eligibility and funding rules for dual-use projects. This will be published during summer support the creation of a defence related regional network, building on the work done so far with interested regional authorities.
