UNCLASSIFIED 1 Team Radford Semi-Annual Community Meeting 8 May :00-8:00 pm NRV Business Center

UNCLASSIFIED 2 AGENDA Introductions General Information about RFAAP Responses to past questions Community Engagement Summary Questions

UNCLASSIFIED 3 INTRODUCTIONS BAE Systems Bob Winstead Environmental Manager, OSI Jay Stewart Environmental Manager, Radford Alicia Gray Community Relations, Radford US Army LTC Luis A. Ortiz Commander, Radford Army Ammunition Plant (RFAAP) Rob Davie Chief, Operations Team, US Army, RFAAP Charlie Saks Public Affairs Officer, RFAAP

UNCLASSIFIED 4 OVERVIEW Current Operating Contractor-BAE Systems Constructed in August of completed in 9 months Team Radford is made up of US Army Staff, BAE Systems, and our tenants and subcontractors –Our workforce is local community members, many of which are multi-generational Our excess space is leased to 15 tenants under the Armament Retooling and Manufacturing Support Act (ARMS) tenants –Variety of industries including DoD Support, commercial ammunition, fireworks, technology, rail roads, lawn care, painters Military Housing for active military and reservists of all branches and their families that live on plant

UNCLASSIFIED 5 MISSION Radford Army Ammunition Plant provides America’s Warfighters with superior performing propellants, energetics, and munitions to enable engagement and destruction of targets with total confidence Service to our nation starts at home by serving the community where we live, work and play.

UNCLASSIFIED 6 PAST Q&A 1)May we, realistically, close our local Open Burning Ground OBG? In 5 years? 20? 2)How many open burning grounds (for hazardous munitions waste) remain open the US military today? Where are they? Is closing the OBGs a thing that the US Military, including Radford, ultimately would like to do and is there only a "handful left", as we were told at a recent public meeting? 3)What percent of the tons of waste burned most days at the arsenal is placed on the pile at the OBG as opposed to burned in the one incinerator currently operated by BAE for that purpose? What GOCO partnership built this incinerator? When?

UNCLASSIFIED 7 PAST Q&A 4)Does BAE and the US Military currently have a plan in place to reduce open burning of hazardous waste at the RAAP by a certain percent, by a certain date, by either buying/building more incinerators, or culling more of the nonhazardous stuff out of the hazardous waste stream? 5)Taking into account that Picatinny is for R&D and Radford for the production of arms, why is New Jersey so much cleaner than Virginia? Are we bound by the same federal EPA regulations and do we face the same difficulty with grinding when it comes to placing hazardous munitions waste in an incinerator? 6)What role may the US Army Environmental Command play locally? I understand that Mr. Mendoza may be vital as we seek answers to these questions for the New River Valley communities.

UNCLASSIFIED 8 PAST Q&A 7)Community members were told by the Board on 3/26/14 that uranium or depleted uranium is not an issue and is not relevant to our arsenal and the surrounding communities, in response to a question from the audience. Can we document that? 8)How do I get a copy of the recording of each RAAP public/RAAB meeting I've attended? 9)Please address the impact of RFAAP on public health and environmental justice regarding surrounding neighborhoods, e.g., are the accusations of disproportionately high rates of cancer, birth defects, miscarriages, etc. valid concerns? Who monitors this dimension of the RFAAP? 10)What kind of assurance is the community getting that their ground water, their air, and their land is not contaminated for the operations of the arsenal?

UNCLASSIFIED 9 COMMUNITY ENGAGEMENTS Fall into the New –September 2014 (T) –Many of our employees are passionate about this community event. They have asked us to share this event with friends, family and committee Adopt – A – Highway –Summer 2014 –Team Radford has adopted Gate 10 Road and BelSpring Road. Restoration Advisory Board (RAB) Community Meeting –June 2014 –Join us to learn more about the work we have done to restore our site through the Federal legacy site clean-up projects (not same format meeting or current projects) Next public meeting: –November 2014

UNCLASSIFIED 10 SUMMARY Team Radford, including tenants, are committed to reducing, reusing, and recycling. When those methods are exhausted, the operating contractor is responsible for the proper handling of waste material. The MACT compliant incinerator thermally treats ~75% of energetic waste material The method of last resort for energetic material containing metal or other debris is treated at the open burning ground The drinking water that we provide to the county is highly regulated and tested and we share the information publicly. Please see our Consumer Confidence Report and ask us if you have any questions Thank you for your input – at your request we began testing for perchlorate to strengthen consumer confidence. We appreciate the community support and involvement. Thank you for joining us and providing input as we begin the process of opening communication lines. We hope to hear from you! Please ask questions or submit them using our website or the contact info on the next slide.

UNCLASSIFIED 11 QUESTIONS Please raise your hand and wait for the microphone Please limit your questions to one to allow everyone the opportunity to speak this evening. We will return to you for follow-on questions as time allows. Questions and answers will be posted on our web site, ed to community members on the mailing list and addressed at the next meeting in November Resources Charlie Saks Public Affairs Officer US Army Alicia Gray Community Relations BAE Systems
