Proposals for Reshaping Trafford Council Visual Identity Implementation of EHC in Trafford

Statements and LDA’s replaced with EHC’s. Timescales changed from 26 weeks to 20 weeks (for new EHC’s). Age group for EHC’s 0 – 25 years Tribunal access extended to 25 years in eligible cases Mediation formally built into the redress process Pulling together of Education, Health & Social Care assessments and needs under one Overarching Plan for the child (integrated approach) Option of a personal budget (actual or notional) considered within in the EHC Plan (can be from education, health or social care or pooled - can also be ‘in kind’ rather than a budget) Development of a ‘local offer’ to allow parents, cares and young people to see what is available and shape the support they get themselves to meet the needs of the child. More personalised, transparent and involving approach to assessing and planning for SEN with families and young people being included as partners in the process. The reforms 3

EHC in Trafford It’s not just been a quick switch to a new system, we have an implementation plan in place to ensure that we achieve whole system change over the implementation period through to April 2018 We are currently developing a new 0-25 EHC Team (built from merging existing SEN Assessment Team and part of Connexions) Two key strands to managing the work operationally – new cases and transfer review process. Transfer Review plan has been changed in recognition of the workload, and we will be looking to improve this process. Personal Budgets – we have a local offer in place now, which will evolve as we train our workforce and work with parents to build person centred plans that will lead to more creative thinking in how outcomes are delivered and whether a personal budget can help to do this. SEN Policy – has recently been consulted on and will be in place but reviewed and changed as the reforms bed in Local Offer – a huge improvement has been achieved in the depth and quality of information available on the Local offer. A key area for co-production with stakeholders, particularly parents to influence the design but also what is in the local offer. Implementing EHC in Trafford 5
