CTOT Calculation Demand Prediction CTOT ----- Balancing Capacity Prediction Demand Prediction, Capacity Prediction, When/how to balance, how to calculate the CTOT, there can be different ways to do these tasks With a system, we can have live traffic updates, we can handle a large amount of data and make a better decision. We can still do something without a system, e.g. I may use statistical data to analyze what will happen if one of the runway is blocked, what can be done from the ATFM perspective. So as to develop a contingency procedure taking advantage of the ATFM mechanism established in the region. Being lack of a sophisticated system, the CTOT list may not be long enough to solve the whole event, but still can relieve the situation. Each State may have different pace in these parts

ICAO ATFM/SG ATFM/SG Decision 4/1: Asia Pacific Regional ATFM Concept of Operations and timeline: That, the Asia Pacific Air Traffic Flow Management Steering Group: Adopts the Multi Nodal ATFM Concept of Operations as the foundation for the Regional Concept of Operations/Implementation strategy for regional cross border ATFM implementation; and Confirms 8 November 2018 as the target date for regional cross border ATFM implementation, for inclusion in the performance objectives of the Regional Framework for Collaborative ATFM, in alignment with ASBU and the APAC Seamless ATM Plan. The Way Forward The outcome may be a good reference for other administrations in the region The model could be a solution to address EATMCG Task List Item 7-1,which also align with ICAO ATFM SG decision. Once the multi-nodal ATFM operational procedures are sufficiently refined, Hong Kong would like to invite the ANSPs in North East Asia to gradually progress in the same direction.
