Pre-requisites Strong political will and predictable resources Powerful implementation mechanism Active participation of affected communities and stakeholders Quality assurance by civic, parliamentary, and development partners

Key elements Central coordination, de-centralized implementation Human resource and capacity augmentation, including involvement of Nepali diaspora Prioritization based on per capita effects and vulnerability Varying time horizon, costs, public-private division for each sector Strong coalition of key stakeholders

Housing and Settlements Risk-sensitive settlement planning Owner driven reconstruction in Nepali style Clustered settlements with basic services where feasible Building code enforcement Technical and financial support Urban regeneration with house-pooling Productive use of rubble Building hazard-resistant homes
