Community Update and Transportation Data Donald Cooke, Founder Geographic Data Technology, Inc NATMEC 2000 August 29, 2000 ***USE “NOTES” VIEW IN POWERPOINT***

GDT n The “Dynamap” Company n Founded in 1980; 448 employees n Dominant supplier of spatial data for Business Geographics applications n Dominant supplier of spatial data for WWW-mapping and locator services

National Spatial Data Infrastructure: “NSDI” n “The NSDI consists of spatial datasets with huge -- nearly universal -- utility, and such a high return-on-investment that they should be made available as a public good” n (Spatial datasets are just computerized maps)

What constitutes the NSDI? n Seven “framework” themes (NSGIC): n Geodesy n Orthoimagery n Elevation n Transportation n Hydrography n Governmental Units n Cadastre

Who is responsible for the NSDI? n Traditionally the Federal Government –(for some of the themes…) n NGS does geodesy n USGS/Agriculture/BLM make DOQs n Census Bureau does transportation network(!) n BLM & states/counties maintain land records n What is the role of the private sector? n Who owns the data? n Is the NSDI a public good or not?

History of Cartography n First map (stone!) 2500BC n Paper n Printing Press n Location determination/Surveying n Aerial Photography n Orthorectification n Computer storage of spatial data n Internet

Public - Private Partnership Realizing the promise of the SCSD: Street Centerline Spatial Dataset (Transportation) component of the NSDI

COMMUNITY UPDATE Benefits Dynamap ® quality Positional Accuracy: RMSE<8 meters Rapid Updates - Postal currentness Work on applications, not GIS update Enhanced Data Layers WWW Data Availability

Who owns the data? n Public Domain ethic at Federal level n “Tower of Babel” at the state level n Private sector must “own” its data assets n Can’t copyright “facts” n Is there some subset of data that is public and some other that is proprietary? n Rules of scale and convenience n Aging of dataset relates to value
