PHCA seems to affect small firms and firms with low-wage workers the most. Low-Wage Part-Time Workers are Less Likely to be Covered by Employer-Sponsored Health Insurance. Possible Reasons Why? Tax benefits are less. Premiums as a proportion of total compensation are more. Minimum wage law prevents cash wages from adjusting downward. PHCA also seems to impact the single premium split more than the family split.
