Conclusion PPHCA shifted labor demand: Hawaii’s employment characterized by much higher percentage of workers with 16-19 work hours compared with US. This may also explain why unemployment rate is lower in Hawaii. Work sharing increase social welfare PPHCA lowered the percentage of the uninsured But only for those who are working more than 20 hours. These results are robust after controlling for Hawaii specific demographic and socio-economic characteristics.
