Central v. Local v. Collaborative? How should decisions be made?

Technology Portfolio What projects will be approved by whom to accomplish what when and how? – CIO / EVP mandate? – Collaborative Process? – Director/Manager discretion? Who gets to decide what technology to use? How are project specific decisions are made

Look at Strategic Context Consider Technology in the context of – Strategy – Goals/Objectives/Outcomes – Architecture (how we want technology to fit together) – What Initiatives do we need to move in our desired direction – Finally, what projects fall out from those initiatives? – And who then makes the technology decisions?

Considerations Should we implement new technology? – How does it fit in with Strategy? – How does it fit into the Framework? – Does it align with Goals? – Are there standards in place? Who is accountable for the delivery? What groups are (directly) impacted by the technology—how collaborative should we be:

Considerations What is the project profile and how much “to do” is warranted? ($$) What procurement vehicle makes sense? – RFP? – Bid? – Just buy How long term is the decision?
