Sudan Statistical Strategy 1] Objectives and functions of the CBS a)Objectives According to the Statistical law, the CBS is the main source of information in charge of data collection, analysis and dissemination of information. With regard to the national surveys and censuses, the CBS is solely responsible of all the stages, starting from collection, analysis till the production of the final reports.

b) Functions of the CBS (i)Serve as the national coordination and final body for all government data collection and special surveys and censuses to be undertaken in Sudan from the design through final report stages. (ii)Develop and institute an effective national policy, strategy and institutional framework for carrying out, on a long term basis, the responsibilities of national data collection and statistical production.

(iii) Develop capabilities to produce and provide Statistics as required by law in such areas as National Accounts, Trade Statistics & other national, sectoral and regional statistics as & whenrequired. (iv) Develop professional expertise and institutional capabilities to undertake, as & when required by the government, national surveys and censuses and produce anddisseminate their results in the formats and details required.

(v)Design & install a national integrated informationsystem using appropriate modern technology to ensure that the national data & statistics are scientifically collected, analyzed, stored & retrieved as andwhenrequired on an optimal basis.

2] Organizational set-up of the CBS supervision and other functions such as technical coordination. He is also responsible of implementing the statistical policy. He is assisted by five directors. Each director is in charge of a directorate which has its own objectives and functions. The system is generally a mixture of subject matter & functional principles. It can also be ranked with the centralized systems to a large extent.

Directorates: 1.Social and demographic surveys and statistics. 2.Management and capabilities development. 3.Field work liaison. 4.Information network. 5.Financial and economic surveys and statistics. 6.Research and disinclination. 7.Training centre. At the state level statistical offices have been established in all 15 Northern states. And the CBS now is planning to establish statistical offices in the southern states, these offices are technically and administratively under the control of the CBS.

4] Evaluation & assessment of CBS current situation: 1-Staff :- The total staff members of CBS is 276 of which 160 are university graduates & the remaining are non- graduates. The distribution of the staff according to their qualifications is as follows :- Degree No MSC and M. phil 13 High Diploma 39 BSC 112 Sudan school certificate 176 workers 162 Total 502

2-Premises :- The CBS has no permanent suitable premises to in house all its directorates and units in one building. Currently the CBS is scattered in more than four places in Khartoum city. This situation has created problems regarding communication and transportation. Moreover, the CBS regional offices are rented. This creates problems regarding continuous move- ments from building to another and continuous increase in rents.

Sudan Statistical Strategy - Sudan has designed its national strategy for the development of statistics in the last quarter of That was done through a number of committees established by the ministry of council of ministries. -Each committee consist of all relevant stakeholders and CBS as coordinating body.

Legalization - The first Committee was established for legal and organizational structure of the NSS.It consists of all most all government permanent secretaries and representatives of private sectors, civil Societies, profe- ssions, academicians and others. - The output of that committee was the statistic act It is an act for the national statistical systems, rather than for the statistical office alone.

Economic and financial subsystems -The second committee was established for economic and financial statistical sub-systems. It consists of ministries of Finance, Commerce, Industry, Agriculture, Animal and national resources, Bank of Sudan, Custom Department, and private sectors organizations.

The strategy - The outputs of that committee are: - The industrial survey (2003) - Households survey: considered as part of the 2007 census ( the long form) and as comprehensive survey in Agricultural census: considered as pilot in Nile state 2006, and comprehensive national census in 2010.

Improvements The strategy has required improvements to: *The national accounts statistics : Annual statistics of all relevant sectors ( 7 sectors). * Monthly statistics of foreign trade. * Consumer Price index (Monthly) * ICP, WPI

Demographic & social subsystems - The third committee was established for demographic and social statistics. It consists of ministries of education, high education, health, social welfare, labor, and trade unions, civil societies, farmers and nomads organizations. The output of this committee are as follows:

The output of this committee are as follows: The strategy - The comprehensive family health survey (in data entry stage ). - Labor statistics (data collection since2005) - Census and households survey in cartographic and listing stage) - Improvement of annual statistic of social sectors ( 14 sectors)

Sectors Statistical Indicators -The forth committee was established for the NIIS. It consists of the national information centre, ministries of education, health and finance. The computer centre of CBS was the coordinating body. The outputs of this committee are:

Strategy  Statistical indicators of all sectors (done).  Software (under development).  The computer network connecting the three ministries with the CBS computer centre (done ).  Connection of other ministries and states computer centers ( under process).  Implementation process: 2006 – 2008.

Capacity Building  Infra-structure: - Every state will have a new construction of 200 – 400 sqrm., and 15 PCs + accessories, 5 GPSs, 5 vehicles, scanners, etc as part of the censusbudget - The training centre of CBS will strength training for states statistical offices and different sectors at state and federal level.

Central Bureau of Statistics Strategic Plan  As part of the National comprehensive strategic plan the CBS has prepared its statistical strategic plan.  The major components of this plan include the following:  1.Sudan industry survey.  2. Sudan family and health survey. 3.Sudan population census.

Central Bureau of Statistics strategic Plan states statistical offices The CBS is planning to strengthen and build the capacities of statistical offices in the states ( 25 states) so that to handle immediate assignment and to make all relevant statistics available for policy makers in the states

Sudan Fifth Population Census (Establishment)  Sudan Fifth Population Census Is a constitutional obligation and is based on the peace agreement Based on the peace agreement, technical coordination is supervised by the UNFPA We get Technical assistance from US Bureau of Census, French GIS research centre and others

Sudan Fifth Population Census (Implementation)  Based on the constitution, the Central Bureau of Statistics and the Southern Sudan Centre for Census and Evaluation are the executing bodies  A technical working group has been formed between the two executing bodies and consultants  The TWG has finalized most of the work on the census documents/tools (census project proposal, timetable, budget, questionnaires etc)

Sudan Fifth Population Census (Organizational Setup)  Population Census Council (Consist of the GNU, GoSS, Parliament and Senate Representatives and Academics) Reports to the Presidency Strictly for the Censuses  Monitoring & Quality assurance International Experts National Experts Civil organizations.

Sudan Fifth Population Census (Implementation)  Scanning shall be used for the census data capturing of the short form for quick results processing  GPS maps shall be used to ensure full coverage and speed up the cartographic work of the census  GIS shall be used for data presentation, analysis and dissemination.  The internet is going to be used as another tool for data dissemination

The Goals - The main goals of our strategy are: - Statistical based decisions making in all levels of governments and private sectors. - Statistical based share of resources and power as required by the Sudan peace agreement. - Measurement of the MDG.

Revision and improvement - The strategy will be revised as respond to users priorities, administrative changes, financial limitations and capacity constrains.

Important Notes 1- By a presidential decree population census councils and committees were established in each state, locality, administrative unit, and people unit. These committees will be used as important tools in awareness, data collection, dissemination and quality assurance.

Important Notes 2- The D.G. of CBS is appointed in contractual basis by a presidential decree. 3- Any worker in CBS should have a technical diploma in statistics or IT. The majority have a Bs, and a good number have P.G. Diploma, or Ms in statistics or demography.

Important Notes 4- Many universities in Sudan graduate students for Bs, Ms, and PHD in statistics or IT. These universities have many centers for (2-3 years) technical diplomas of IT or statistics.
