Annual caps of GHG emission allowances The annual caps will be established by decree, in the fall of 2011, for Mitigation goal : 20% below 1990 levels by The Western Climate Initiative

13 Compliance obligation Three compliance periods : –First period : 2013 to 2014 –Second period : 2015 to 2017 –Third period : 2018 to 2020 Surrender of a number of allowances that equals total verified emissions reported during a compliance period The Western Climate Initiative

14 Compliance obligation On October 1 st following the end of each compliance period (2015, 2018, 2021)On October 1 st following the end of each compliance period (2015, 2018, 2021) –the compliance account must contain a number of allowances that equals the total amount of GHG emissions reported and verified during the compliance period –the use of offsets credits is limited to 8 % of compliance obligation –penalty of 3 to 1 and financial penalty for non-compliance The Western Climate Initiative
