4 4 Cost of Carbon Mitigation in Electricity Supply Energy Efficiency Nuclear Uprates New Natural Gas Retire Coal Plant Cogeneration New Nuclear Alternative Energy Credits Coal-to-Gas Switch IGCC with CCS Biomass Wind White line represents price after including effects of tax incentives or loan guarantees Solar PV >$700 (>$300 w/ incentives) Projected Long-Run CO2 Price Note: Emissions abatement estimates for new generation capacity represents emissions reduced in the market as a result of the project less emissions introduced due to the project (if any). New nuclear plants assumes 1,460 MW of new generation. Cap-and-trade legislation will encourage us to do the cheapest options first
