HB5 Preparatory Courses Each school district shall partner with at least one IHE (institution of higher education) to provide college preparatory courses in math and ELA to prepare learners for success in entry-level college courses (HB5, TEC Section ) ◦For students at the 12th grade level who do not meet college readiness standards on ◦An EOC assessment instrument (English III & Algebra II) required under TEC Section (c); or ◦Coursework, college entrance exam, or assessment instrument ◦To prepare students for success in entry-level college courses Course may be offered either on the high school campus or online

HB5 Preparatory Courses Each district, in consultation with the institution of higher education, must purchase or develop course instructional materials, which must include technology resources to enhance effectiveness and draw on established best practices ISDs provide notice to eligible students and their parents/guardians Shall be made available by the school year

HB5 Preparatory Courses A student who successfully completes an ELA college prep course may use the credit toward the advanced ELA curriculum requirement for the foundation high school program TEC Section A student who completes a math college prep course may use the credit to satisfy an advanced math curriculum requirement after the student has completed the math curriculum requirements for the foundation high school program (Algebra I, Geometry, and other advanced Math) TEC Section

Exemption A learner who completes a college preparatory course under TEC Section is exempt ◦For a period of twelve (12) months from the date of high school graduation ◦Applies only at the IHE that partners with the school district in which the student is enrolled ◦An IHE may enter into an MOU with a partnering IHE to accept the exemption for the college preparatory course (TAC 4.54)

Temple College Timeline Fall met with Superintendents to discuss implications of HB 5 December 2013 – began working with Temple High School on development of courses May 2014 – finalized Temple High School courses May 2014 – Developmental Math Faculty created course in MyMathLab covering Elementary and Intermediate Algebra May 2014 – Developmental Reading and Writing Faculty created course using Aplia Summer 2014 – MOUs and options for schools were created

NOTE: Each IHE may use a different process for determining college readiness!

Options for School Districts Year-long online course using ◦MyMathLab – Advanced Mathematics Courses ◦Aplia – Advanced English Courses Year-long classroom-based course using college textbooks Individualized modular course using MyFoundationsLab based on TSIA diagnostic test Year-long course created by the University of Texas Dana Center Course collaboratively created between high school and college faculty members using high school textbooks

Excerpt from Draft Temple College MOU ISDs contact IHE to establish MOU ISD agrees to the following for the college Advanced Mathematics course: ◦To administer the Temple College developed or approved final exam ◦The exam will be graded by the ISDs according to the rubrics provided by TC ◦These exams will then be submitted to Temple College for review To ensure transferability of the course grade to Temple College, the learner’s grade for the course must be at least 75 with a final exam grade of at least 60 Course corresponds to Math 0350, Intermediate Algebra
