Form Based Code

Form Based Code Objectives Transforming the built character of the corridor to make it more attractive. Stimulating new retail activity on ground-floor storefronts. Accommodating higher-intensity development, including residential uses on upper floors. Increasing the safety and attractiveness of the pedestrian environment

Form Based Code Objectives Establishing clear design guidance to ensure development in the district is consistent with the neighborhood’s vision for the area. Streamline development design and permitting. Creating a model process and template that the City can apply to other centers and corridors in Spokane, seamlessly working within the City’s existing policy and regulatory framework.

Context Area Zones

Street Section Plan Type 1: Mixed-use corridor environment. Well maintained sidewalks and pedestrian amenities to encourage strolling, walking, and shopping. Includes Planting Zone and Clear Pedestrian Zone. Type 2: Supports blend of mixed-use and residential environments. Serves east/west arterials needs and includes median with turn lanes. Includes Planting Zone and Clear Pedestrian Zone. Type 3: Supports mixed use district environment. Includes Planting Zone and Clear Pedestrian Zone. Type 4: Provides environment bridging between mixed-use and residential areas. Includes Planting Zone and Clear Pedestrian Zone.

Streetscape Elements Adequate space from the back of the curb is provided for streetscape amenities including trees, pedestrian lighting, trash receptacles, and benches. An active streetscape cultivates an economically-vibrant public realm.
