Warehouse Pedestrian Interface Review Norske Skog Boyer Mill

2 Warehouse Pedestrian Interface ▪ Following a tragic incident at a Warehouse operations in a Norske Skog Paper Mill in Golbey France, the Boyer Mill embarked on a full review of all vehicle and pedestrian interfaces within and around the Warehouse, in particular focusing on the loading bay areas. ▪ This process was undertaken in consultation with Warehouse Operators, Maintenance personnel and Management and involved the following steps;  Review of Golbey incident and identification of similar work practices onsite.  Risk assessment of all pedestrian/vehicle operations in the Warehouse. (undertaken with key operators and communicated to all crews)  Reviewed the full range of options to reduce the identified hazards/risks including those used at other Mills.  Design of new barricades and procedures with input from Warehouse Operators to ensure the right solution and to build early Operator ownership.  Trials of the recommended changes, including extensive consultation with Operators.

4 Warehouse Pedestrian Interface ▪ An outcome of the review and the risk assessment process identified the need for additional critical controls to be installed, including: –Additional barricades around all walkways inside the Warehouse operations. –Remote control access gates (operated by the forklift drivers) on all loading bays.  Gates in open position block access to pedestrians when loading operations are being undertaken.  Gates in closed position block access to forklifts when loading is not being undertaken. –Locked and signposted all non essential access doors, restricted access. –New designated walkway for pedestrian access to Warehouse. –Reviewed, tightened up and communicated the procedures for visitors to the Warehouse, including tradespersons, service providers, truck drivers and non warehouse Norske Skog employees.

5 Barricade & Gates – Loading Bay 1 Remote controlled gates in closed position precluding forklift access to the loading bays and allowing pedestrian access. Remote controlled gates in open position allowing forklift access to the loading bays, but precluding pedestrian access. * Note the height of the gates leads to improved visibility for the forklift operator when carrying paper rolls.

7 Pedestrian Barricades and Access to Operating Floor Pedestrian barricades installed on all designated walkways in Warehouse Access to operating floor controlled utilising the current electronic swipe card system, with restricted access.
