EU STRUCTURAL FUNDS IN THE REPUBLIC OF LITHUANIA KAUNAS  LITHUANIA  2009

Allocation of structural funds in : EU structural assistance National general strategy: the Lithuanian Strategy for the use of European Union Structural Assistance for Operational Programme for the Development of Human Resources 935 mln EUR Operational programme for the Economical Growth mln EUR Operational Programme for Promotion of Cohesion mln EUR Technical Assistance Operational Programme 93 mln EUR

EU structural assistance for Lithuania from 2007 to 2013 will amount to more than 6,7 billion euro. The largest part of funds (45.72%) will be allocated to the Operational programme for the Economical Growth. 10% of funds allocated to the aforementioned programme will be assigned to support scientific and technological R&D activities, in order to increase competitiveness and induce the growth of economy. EU structural assistance programmes in Lithuania ProgrammeActivities Supported LEADER LT Acquirement and introduction of new technological lines Modernization of existing technological lines Installation of internal maintenance engineering networks INTELLECT LT+ Field investment related to the implementation of scientific and technological R&D activities: building and (or) equipment of laboratories, acquiring of patents, licenses, etc. INTELLECT LT Scientific research activities: industrial and applied researches Technological development activities: experimental and pilot construction development INOCLUSTER LT+ Field investment related to the implementation of cluster R&D activities: building and (or) equipment of laboratories, research centers, etc. INOCLUSTER LT Cluster administration and coordination activities Cluster research activities Cluster communication and marketing activities (seminars, etc.)

Aid intensity (rate of assistance) Rate of EU structural assistance is % of eligible project expenditure. Rate of assistance depends on: –activity supported –company size –region of activities

Requirements for applicants and projects Eligible applicants: private legal entities registered in the Republic of Lithuania Size of the project: investment project can not exceed 172 million Lt (49,8 million EUR) Project duration: 6-36 months Restrictions: the purpose on the funded assets and character of the ownership can not be changed during 5 years after the project implementation

Legal entities that invest in R&D activities may benefit from EU structural assistance in the following ways: -Receive a % refund of investment in scientific research and technological development equipment and (or) buildings -Receive a 50% refund of company’s operational costs -Receive up to 75% refund of R&D personnel expenses for the first year -Receive up to 100% refund of personnel training costs Advantages of investment in Lithuania: the perspective of EU structural assistance
