Evidence reduced energy use by freight transport in PATHFINDER cities following production of Delivery and Servicing Plans. 3. The key tasks are:  Support and co-ordinate the evaluation activities  Develop the evaluation framework  Local Adaptation of Framework  Generation of the “do-nothing scenario”  Generation of the “project scenario”, through collection of before and after impact data.  Analysis, recommendations and modifications  Prepare an intermediate and final evaluation report of the project.
