New Global Alliances  Global Alliance for Vaccines Initiative (GAVI)  Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria  STOP TB Initiative  Global Alliance for Improved Nutrition  Rollback Malaria

New Global Alliances  Purpose: Alliances allow agency to leverage additional resources  Partners: governments, donors, development agencies, private sector, media, civil society, research groups  High priority for the Agency  Substantial USAID contribution to Alliances

Mission Role In Global Partnerships  Participate in coordinating committees  Provide assistance in proposal design  Provide assistance, as appropriate, in implementing and monitoring country programs

Child Survival and Family Planning - Cover the basics  CS and FP programs: Rule of thumb: First assure that proven interventions and approaches are covered  For CS: still large unmet needs for immun, vita suppl, exclusive breastfeeding, ORT, etc.  ARI: Treatment of child pneumonia is a proven intervention and is under-utilized  Even in southern Africa, far more children die of the traditional causes of under-five mortality than from AIDS

Child Survival and Family Planning - Cover the basics  FP still a priority even in high HIV setting (unmet need for HIV- & special needs for HIV+)  Need to replicate successful models in Africa  Proven Interventions: logistics, BCC, accessible services, range of methods  Contracept Security; Post-abortion Care

Vitamin A Supplementation Program  For all countries with significant Vitamin A deficiency  Priority USAID Initiative: Currently USAID supports VA suppl in 24 countries up from 6 countries in 1999  As a complementary strategy, agency supports food fortification as a cost- effective, sustainable nutrition intervention

Maternal Health and Survival - Key Approaches for Africa  Maternal and neonatal health is the last remaining frontier for MCH  Traditional interventions: BF, TT, IFA combined with newer approaches (postpartum hemorrhage control and newborn resuscitation) can make an impact

Immunization  Cornerstone of USAID’s CS Program  Bilateral funding critical to make GAVI work  Introduction of newer vaccines makes immunization even more important  We support measles mortality reduction  Interruption of polio transmission critical in remaining endemic countries

TB Programming  New, highly specialized area for PHN Officers  Congressional scrutiny of our programs  Most CAs have limited experience  Bad TB program may spread untreatable MDR TB  Critical to consult USAID/W TB team on implementing TB programs

Malaria  Few countries have appropriate policies for treatment and intermittent preventive therapy for pregnant women  MAC Program is a new global partnership: Seeking to improve national policies and practices related to treatment and pregnancy  Coalition includes CDC, MNH/JHPIEGO, RPM+/MSH, and WHO  Regional expansion of Netmark to reach more countries with affordable nets - $3.50—5.50

HIV/AIDS  Intense Congress/WH interest  Increased funding yields greater scrutiny  USG committed to ambitious global targets

HIV/AIDS  Common indicators to measure impact are set and will be tracked by USAID/W  We need to tell our story - show progress in countries and globally

Appropriate use of CS Funds  New CSH guidance issued  Constant audits of the use of CSH funds  Use right type of funds for each program  CSH are not fungible  Commingling of CSH funds okay - but documentation for the file is required  Consultation on use of funds protects us all

Country PHN Strategies- what GH looks for  Do you cover the basics in FP and CS?  Optimal use of funds and interventions for each program area  Target populations are substantial enough for national level impact  Are you plugged to key global health initiatives and other donor programs  Consultation with USAID/W on ID and HIV/AIDS

Bilateralization - Lessons Learned  Protect USAID’s past investments  Maintain national level impact for key programs  Continue to support diversity of development partners  Do transition planning  Involve USAID/W
