Teacher Certification April 9, 2010 – SBEC approved proposed amendment to rules for certification requirements for new CTE courses Proposed amendment was filed with the Texas Register for official 30 day public comment period. SBEC will consider the amendment June 18, 2010 for action. Once approved, the amendment will be presented to the SBOE in July. If the SBOE takes no action on the proposed amendment, it will stand as approved by the SBEC.

Highly Qualified CTE Teachers In order to teach the new CTE courses for academic credit on the 4X4, teachers must meet the highly qualified requirements under the federal No Child Left Behind Act. Subject matter competence is the critical component for CTE teachers teaching math, science, fine arts, or speech. This can be demonstrated through coursework, passing a certification test, or meeting HOUSSE (high objective uniform State standard of evaluation). The NCLB Division at TEA and the Career & Technical Association of Texas are working to revise the ways that CTE teacher can meet subject matter competence without compromising the integrity or intent of the law.
