Q UING Domestic violence policies: an analysis of Central and Eastern European countries in the Q UING project.

What is the Q UING project?  large scale comparative policy research, funded under FP6 by the European Commission  Studies the content and quality of current gender equality policies in the European Union (all 27 member states+ Turkey, Croatia and EU)  We ask questions about:  various meanings of gender equality  relation of gender to other inequalities  voice and standing of non-state civil society actors  explaining differences among countries

What is the Q UING project?  four issue areas  gender equality and gender machinery  (non)employment: care work, reconciliation, tax and benefits, equal pay  intimate citizenship: marriage and divorce, partnership, reproductive rights  gender based violence: domestic violence, rape, honor crimes & FGM  Mixed methods:  policy process mapping:  context studies for all countries  Critical Frame Analysis  four types of documents  laws, policy plans, parliamentary debates, civil society texts  documents / country selected for Critical Frame Analysis

Critical Frame Analysis: Coding scheme and principles  data gathered about a document: supertext (meta information, narrative summary, codes)  syntactic coding (Franzosi 1989, Roberts 1997) : compound codes consisting of several codes describing one statement  EXAMPLE: problem{ problem: violence in the family passiveactor: women why: offense of the basic right for life | offense of the basic right for security | offense of the basic right for freedom | offense of the basic right for dignity underlyingnorm: gender equality | right for life | right for security | right for freedom | right for dignity location: polity | intimacy
