Management Structure Breakout session: Goal 1 The NCPN will develop and implement a management structure that ensures continual, unimpeded flow of information throughout the network.

What we liked about the Goal 1? Hmmmmmmmmmm… goal should be broader, not about information flow, but more about governance

Concerns/issues discussed governance should be management and leadership triangle of regulators, researchers and industry triangle is important. (include federal agencies) Management structure critical so funds are going to those projects intended.

Components of the network.  Clean plant programs State, federal (ARS and APHIS), university NGO’s (non gov organizations), other certifying agencies  Regulatory APHIS National Plant Board (State Dept of Ag.)  Stakeholders Nursery and commercial industries, growers, Homeowners (end users of product)  Research community

Concerns/Questions: What kind of management can we devise to support the clean plant network that supports/implements what is coming from the Farm Bill? Do we expand the network beyond what currently exists? Should we develop criteria to expand (change, augment) aspects of the network? Is this system voluntary?

Conclusions: Don’t ask for funds just to continue doing what we are currently doing. Identify gaps in current program activities. Must be dedicated line item in budget for this funding. Need a dedicated person to serve as director/coordinator Ensure strong, unimpeded input from regulators, scientists & industry

USDA agencies need to be represented We need to spell out roles of USDA agencies (e.g., ARS: research and development of diagnostics, germplasm repositories, APHIS: regulatory, etc.) Governance board should identify roles and responsibilities of all federal agencies and other members (all components of the network).

Changes/Modifications National Clean Plant Network Coordination Committee (NCPNCC) –Say that 3 times really fast! –Rationale: Model used in USDA to ensure active support from USDA (ask Tom to explain this!)

New Goal 1 NCPNCC enables the interaction among regulators, industry and research communities to determine the resources and structure needed to ensure a viable and fully functioning clean plant system.

New Objectives; Goal 1 Objective 1: The NCPN will develop and implement a management/governance structure. Objective 2: Develop mechanisms to manage the scope of the network. Objective 3: Provide leadership by ensuring continual, unimpeded flow of information among the components (regulators, industry, and researchers) of the network.

Benefits of the goal on the way we do business NCPNCC enables the interaction among regulators, industry and research communities to determine the resources and structure needed to ensure a viable and fully functioning clean plant system. What do you think?
