Community Leadership in Creating Value-Driven Health Care: The Wisconsin Collaborative for Healthcare Quality Chris Queram President and CEO Wisconsin Research and Education Research November 2008

WISCONSIN COLLABORATIVE FOR HEALTHCARE QUALITY WE ARE A voluntary Consortium of organizations learning and working together to improve the quality and cost-effectiveness of healthcare for the people of Wisconsin. WHAT WE DO... We will develop and publicly report measures of healthcare performance to drive improvement in care; design and promote quality improvement initiatives; and, advocate for enlightened policy which supports our work. WHAT WE ASPIRE TO BE... We will be a recognized and respected national leader in public reporting; an organization of integrity and trust; transparent and inclusive in its governance and core process; and, willing to innovate, adopt, and continuously improve. Performance Measurement & Reporting We will be recognized both within the state and nationally as a leader in the development and reporting of primary care and specialty care measures. We will align with national measurement and reporting initiatives in the prioritization and development of measures. Sustainability We will develop and operationalize successful relationships with other performance reporting initiatives within the state. We will develop a sustainable business model. We will operationalize grant opportunities. We will integrate a suite of measurement tools to provide increased value for members, with the secondary goal of licensing same to other organizations. Growth We will maintain 100% of current reporting entities. We will grow to represent 75% of the primary care physicians within the state of Wisconsin. Impact & Results We will continue to design quality improvement projects as a core service to our members. Consumers will see WCHQ website as a credible, reliable and user- friendly source of comparative healthcare performance information. We will empirically evaluate the impact of WCHQ’s publicly reported measures of healthcare performance. We will fully engage purchasers (both public and private sector) in our activities.
