 Low income energy efficiency will only work with a community based approach  Retrofits have a hard economic payback and are therefore a good area to get into  Utilities must be mandated to get involved by legislation or regulators  There is a big difference between government funding (not ideal) and doing work for gov’t (ideal)  Multiple benefits/social/economic/enviro.  Other contractors don’t offer training/life skills
