Texas Evaluation and Support System Updates

Texas Teacher Evaluation and Support System (T-TESS) & Texas Principal Evaluation and Support System (T-PESS)

Timelines and Pilot Sites 2014-2015 – Pilot Year 65 Pilot sites 2015-2016 – Refinement Year Approximately 200 sites 2016-2017 – Statewide Implementation 2016-2017 – New ILD Implementation

Texas Teacher Evaluation and Support System (T-TESS) Observation Rubric (70%) Teacher Self-Assessment (10%) Student Growth (20%) Tested teachers Value-add scores Non tested teachers Portfolios Student Learning Objectives District Pre and Post tests Percentages are 70%-10%-20% for those three components. TEA is still exploring what level of district flexibility there will be in choosing student growth measures. Could districts use SLOs in lieu of VAM? Could districts count a portion of that score from a cumulative/campus score?

Requirements and Recommendations for Pilot Year One observation Multiple observations – formal and informal 45 minute minimum for observation Observations should be lesson length (beginning, middle and end) No requirements for announced versus unannounced At least 1 announced and 1 unannounced observation Post conference within 10 business days (feedback) Post conference within 48 hours in-person Pre-conference is optional Pre-conferences should take place for all announced observations

Self-Assessment , Goal Setting and Professional Development Growth Goals Data Ongoing review of teacher and student performance data and the relationship between these two Ongoing review of areas of reinforcement, refinement and professional development which contributes to teacher growth Ongoing review of goals and progress towards the goals through data analysis and professional development

Texas Principal Evaluation and Support System (T-PESS) Rubric Goal-Setting and Progress Student Growth Campus-level value-add scores Other measures to be determined Goal setting and progress on this system is to capture individual, campus and district level goals and initiatives that may not be specifically captured in the rubric. Student growth has yet to be determined in this system. Campus VAM will be available and, as of now, will count for half of the student growth score. Pilot campuses and districts will assist in building out other possible measures that could be used to capture student growth or progress. Scoring proportions are: Experience as principal on particular campus 0 years 70% 30% 0% 1 year 20% 10% 2 or more years 60%

T-TESS Thoughts… "Great teaching is at the core of every quality education system." "Research shows that there is no greater in-school factor than having an outstanding educator in the classroom." T-TESS was developed by educators for educators. T-TESS is aligned to research-based, best practices for teaching and learning. The T-TESS Rubric aligns directly with the new Texas Teacher Standards. The T-TESS process provides for actionable, timely feedback, allowing teachers set goals and identify professional development that will lead to refinement in knowledge and skills. (Review the slide to pull key points together.) Remind participants of the expectations and that we are still moving along the continuum of procedural to conceptual. The next slide will give them a chance to debrief the learning so far.

T-TESS Thoughts… The 'Proficient' performance level is representative of a 'Rock Solid' teacher. It will take time to establish a new mindset around the role of appraisals as a process that supports teachers in their professional and instructional growth. Everyone in the school community is a public learner. The ultimate outcome is improved student performance. (Review the slide to pull key points together.)
