DEFINITIONS

What is HAvBED? “HAvBED” stands for Hospital Available Beds for Emergencies and Disasters. The HAvBED system was develop by the U.S. Department of Health and Human Services to rapidly assess hospital inpatient bed availability throughout the country. (5/28/13)

Defining a “Bed” Current Available– Beds that are vacant and to which patients can be transported immediately. These must include supporting space, equipment, medical material, ancillary and support services, and staff to operate under normal circumstances. These beds are licensed, physically available, and have staff on hand to attend to the patient who occupies the bed. (5/28/13)

Defining a “Bed” Licensed Beds: The maximum number of beds for which a hospital holds a license to operate. Many hospitals do not operate all of the beds for which they are licensed. (5/28/13)

REPORTING AVAILABILITY BY BED “TYPE” (5/28/13)

Bed Type Definitions: Adult ICU: Beds that can support critically ill/injured patients, including ventilator support Med/Surg: Also thought of as “Ward” beds Burn: Thought of as Burn ICU beds either approved by the American Burn Association or self ‐ designated. (These beds are NOT to be included in other ICU bed counts.) PICU: As for Adult ICU, but for patients from birth to 17 years of age. (5/28/13)

Bed Type Definitions: Peds: “Ward Medical/Surgical” beds for patients from birth to 17 years of age. Psych: “Ward” beds on a closed/locked psychiatric unit, or ward beds where a patient will be attended by a sitter. NegFlow/Isolation: Beds provided with negative airflow, providing respiratory isolation. NOTE: This value may represent available beds included in the counts of other types. OR: An operating room that is equipped and staffed and could be made available for patient care in a short period of time (5/28/13)

Decontamination Status Available: The facility has a decontamination facility and the staff to conduct decontamination operations. Unavailable: The facility does not have a decontamination facility or does not have the staff to conduct decontamination operations. (5/28/13)

Ventilators: Available: Total number of ventilators owned, stockpiled or committed by vendor to the facility. Full feature: A continuous full life-supporting ventilator that is intended to mechanically control or assist patient breathing by delivering a predetermined percentage of oxygen in the breathing gas. It would not include manual (e.g. ambu bags) or powered emergency resuscitators (demand valve or inhalator) that are intended to provide emergency respiratory support. These ventilators can support patients who weigh >5kg or more. Pediatric Capable: Ventilators that can be used with pediatric patients (birth to 12 years of age). (5/28/13)

Alert When a HAvBED event is created, all facilities included in the poll will hear an audible alert, as well as see a pop-up message that must be acknowledged. (5/28/13)

HAvBED Poll A poll of the facilities’ ability to accept inpatients may be conducted in response to a local, regional, statewide, or national event. Select “Event” on the EMResource menu Select “Event Management” (5/28/13)

HAvBED Poll ◦ Select “Create New Event” ◦ Locate the appropriate Event and click “Create.” (5/28/13)

HAvBed Poll ◦ Enter the Title for the HAvBed Poll (e.g. Region 3 HAvBED Poll). ◦ Enter Information for this Event, e.g.:  Drill  State Request  Other pertinent request information ◦ Select Receiving Facilities to include in HAvBED Assessment, and “Save” the event. (5/28/13)
