INTERNATIONAL MEET ON ADOPTION NEW DELHI STATE ADOPTION RESOURCE AGENCY WEST BENGAL 19th _ 20th February 2013

FORMATION OF STATE ADOPTION RESOURCE AGENCY, SPECIALISED ADOPTION AGENCY, WEST BENGAL For the proper implementation of the CARA Guidelines every State Government has set up a State Adoption Resource Agency (SARA) as a Nodal Body within the State to Co-ordinate, Monitor and Develop the work of Adoption and Non-Institutional Care in Coordination with CARA. State Adoption Resource Agency become functional from July 2010. In the year 2012, two inspection visits in SAAs and RIPAs of West Bengal were conducted in collaboration with CARA . SPECIALISED ADOPTION AGENCY (SAA) AND REGOGNIZED PLACEMENT AGENCY (RIPA) SARA facilitates setting up of Specialized Adoption Agency (SAA). It maintains a comprehensive list of SAAs to promote and regulate In-Country and Inter-Country Adoption. There are 15 SAAs functional in the State of West Bengal. Four RIPAs is functioning in West Bengal

Challenges faced and Strategies Applied Lack of Proper infrastructure such as Safe Drinking Water, Proper Sanitation, Regular Maintenance, Professional Child Care Staff in SAAs SARA is looking into the proper functioning and availability of infrastructure. Some Hospitals and Nursing home being unaware provide children personally SARA inquiries and impose restriction to such practices , Sensitization of health personnel Child Adoption is often done by CWC’s Monitoring is being conducted by SARA keeping in mind the Best Interest of Child
