Activity 1 Project Management

1. Project management Project management is an ongoing activity that takes place at all stages of the project. It was established a Project Implementation Unit (PIU) at the focal area level - Suceava, with the local partner GEC Bucovina, and the Project Management Unit (PMU), organized within Consortium Coordinator - Ministry of Environment and Forests.

1. Project Management Working arrangements are in communication (working meetings and conferences on Yahoo Messenger) to identify and resolve all operational issues arising during project implementation so that any failures are avoided. Mutual information are promptly and simultaneously by all partners.

Project management In April 2009, at INCD ECOIND partner headquarter from Bucharest, took place a team training of senior expert of the project, on the work of "facilitator", which carries out the project; was presented the UK experience ISL Carried out in the international program of industrial synergies and the British Government's national program - NISP;

1. Project management In order to provide conciliation and validation of the resulting solutions from the synergies identified was organized a PAG (Project Advisory Group) meeting. PAG members have been contacted previously, they were presented the project objectives and mission of its members in implementing PAG. Establishing formal meeting held on 21 May 2009, at the Environmental Protection Agency headquarters in Suceava.

1. Project management In the first session, each group member presented himself, then the company he represents. Participants of the project team presented the first results from processing the forms and the evaluation questionnaires completed by the participating companies in the first workshop of industrial symbiosis.

1. Project management Each participant reported on the localities where they were traveling, on public institutions and companies visited, the results of steps. These meetings were held with technical character. Regularly at GEC Bucovina headquarter were held workshops for team members information on the progress of the project implementation, problems encountered, solutions identified and the action plan for the next period.

1. Project management ISL partners provided the Romanian team with a consistent set of examples of case studies that show concrete examples of implementation of the concept of industrial synergy in previous projects (NISP). They have been studied, both to understand the philosophy approach to project objectives and to identify concrete ways of implementing the examples in the UK, in practical situations in the area of implementation.

Project management Regularly (weekly, bi-monthly) are organized conferences by connecting all the team members on Yahoo, the mutual information regarding the progress of the activities is achieved and the members plan the activities to address the new steps of implementation. During the management meeting of the consortium held in July 2009, at the Ministry of Environment and Forests headquarter, the participants discussed specific aspects of finding new synergies and broaden the scope of the project and in other counties in Northeast Region.

Objective: The official launch of the project, informing the representatives of business and public institutions on the project and expected results, presentation of the concept of industrial symbiosis, presenting British experience (NISP national program).

Activity 5 Communication and dissemination actions at the beginning of the project

Communication and dissemination actions at the beginning of the project The ECOREG project site was published in April 2009 at: It was developed by the consortium coordinator (Ministry of Environment and Forests). The website includes information about the project activities, press releases and media publicity activities, and also information on the concept of industrial symbiosis. An important section of the site is dedicated to successful case studies regarding the implemented synergies resulted from the industrial symbiosis workshops. On partner sites are posted information regarding the main events of the project ECOREG.

5. Communication and dissemination actions at the beginning of the project By participating on various events, team members had presented ECOREG application objectives, the implementation area, the beneficiaries and expected results. In May 2009, the team members from GEC Bucovina attended the International Symposium “Clean Water, Healthy People ", organized by the Center for Ecological Consulting Manchester, with the participation of European Environmental Bureau, based in Brussels. GEC Bucovina and ECA Galati are members of the European Environmental Bureau. With this occasion GEC Bucovina presented the ECOREG project, the objectives, the result and the sponsors.

The meeting with the Great Britain Ambassador – Mr. Robin Barnett The Great Britain Ambassador in Romania made a working visit in Suceava County, on which occasion he met with the ECOREG project team. They presented the objectives, the implementation team, expected results, the implementation stage. The event was hosted by the Environmental Protection Agency Suceava.

5. Communication and dissemination actions at the beginning of the project At the end of the meeting, Robin Barnett ambassador declared: “The ECOREG project is a great example of the public and the private environment cooperation, involving the nongovernmental organizations. The project represents an opportunity in the actual economic context, specially for small companies. It's an example of which must be done to reach a sustainable economic development ”

Activity 6 Identification of focal points

6. Identification of focal points In order to identify possible focal points there were conceived and submitted letters of presentation of the principles of industrial symbiosis. They were sent by mail or in person by the project team members, during their travel in the county for sending questionnaires for the identification and selection of potential focal points. Below there are images from April 2009 when the project team members visited potential focal points in Suceava: SC FACOS SA, ACET, SC MONDECO SRL, SC TERMICA SA, to present the project (financing, objectives, results) and co-opting representants of these companies in the PAG.

The activity of identifing potential focal points continued in the coming months, increasing the activity area and the number of organizations involved in the project. The project started with the approach of Suceava County, proposing to carry out its expansion in North-Eastern Region, respectively Botosani, Iasi, Neamt, Bacau, Vaslui. 6. Were discussed specific issues on identified synergies in the workshops, working on their progress and possible new industrial synergies (eg, providing heat to the complex Iulius Mall, located in the neighborhood or the fruit and vegetable greenhouses located in the Suceava River floodplain) 6. Interactive selection of focal points This activity is an ongoing process that began in 2009 and continues until project completion in 2011, in order to select the participating units in the project and to identify optimal connections between companies, so the effects of the applying principles of the ECOREG project will be as visible and attracted to the project beneficial for organizations.

For this activity were carried out visits to administrative and economic institutions in Suceava county, to identify resources that can be harnessed through synergies and their advisers on the principles of industrial symbiosis. It was made a detailed analysis of available data, regarding the demand / supply of resources. Were held discussions and meetings with GAP members, managers of some top companies in the area where they operate, in order to supervise the proposed use of the synergies identified. 7. Industrial Symbiosis Workshop Suceava, 2009 Date: ; Location: Suceava; Number of participants : 41 economic agents from Suceava and 2 from Neamţ County, divided in 5 groups, which one guided by a “facilitator”; Results: there were 181 available resources (waste wood, plastic, paper, textiles, leather goods, building materials, waste water, packaging, logistics, consulting services, storage facilities) and 91 were identified synergies.

(The workshop from Suceava was the first of its kind held in the Project ECOREG - Applying the principles of industrial ecosystems in regional development ", funded by the European Union LIFE +.) the beginning of the event: the workshop started with a brief presentation of the abstract concept of industrial symbiosis, specific examples of resources / needs and specific instructions for carrying out work in the actual workshop informative-consultative session : presentations covered the first part of the event, commented on powerpoint presentations. Working session: the workshop was actually focused on identifying and promoting synergies, as the innovative, environmentally friendly, socially beneficial impact, reducing the economic crisis, were prepared examples of synergy, records with possible resources that can exploit. conclusins: open discussions, proposals, suggestions, socialactivities. MiniW-orkshop Suceava, 2010 The manifestation from Suceava was the fifth of its kind, organized within the "Ecoreg - Application of industrial ecosystems in regional development, funded by the European Union LIFE +. This event was a "mini-workshop" and assumed the participation of a limited number of guests, and discuss achieving synergies identified on a smaller field of activity. Basically, the main objective of the workshop was to mobilize better the firms in Suceava and the surrounding area, covering the construction activity (default pickling works, demolition, etc.), to transport and store waste liabilities arising from these activities, the deposits of slag and tailings from TERMICA SA in case of closure, with the 2011 period. At TERMICA SA the sole shareholder is Suceava CityHall.

Mini-Workshop Suceava, 2010 The possibility that TERMICA SA to achieve its target of closing time deposit liabilities using waste from demolition, was identified by the Ecoreg project team in spring 2009, soon after launching the Ecoreg project (February 2009, Suceava). From that moment, the project team followed the progress of identified synergies, the practical way they have developed and evolved. The purpose of organizing the workshop was to provide the framework within which participants can discuss and evaluate, together with team members, the fastest solutions, efficient and inexpensive to the problem faced by TERMICA and, meantime, construction firms, performing etching of asphalt, demolition, etc. - and do not have a solution for storage of material derived from this work.

Visited companies as focal points of the project This activity is foreseen in the project implementation since the second half of 2009 and aims to monitoring progress in implementing the synergies identified in the workshops of industrial symbiosis. Among the potential synergies identified through Industrial Symbiosis Workshops, only certain processes / streams / wastes could be selected through a detailed analysis later in order to characterize and improve. Partnerships already concluded or which will be established based on symbiotic criteria will improve the effectiveness of each partner by the detection of waste markets, its principal or secondary products. ECOREG project encourages businesses to look beyond traditional markets for business opportunities, punctuate the economic benefits of this approach in order to stimulate economic development with environmental compliance, by reconsidering the "waste“ as "resource". 12. CONCLUSIONS AND COMMENTS Establishing synergies is not the simple identification of the potential collaboration between two companies. This implies a lot of work: the managers of both companies involved in synergy identified must be visited and convinced with pencil on paper, that it is beneficial synergy, in a period of economic contraction. (Managers have other emergencies (unpaid salaries, debts, unable to attend the auctions because debt contracts outstanding, and unpaid work or deliveries, redundancy talks with unions - where, etc..). There are companies where the manager is also the accounting and driver and a lawyer and technologist, and all commodities and this is because he can not afford to pay specialists.

Synergies contribution at improving the economic situation of the companies must be significant and explained to the managers in detail, with intelligent arguments. (No manager will be concerned with the implementation of synergies, because in this way he will not pollute the environment or will reduce their consumption. With the environment pollution and the uneconomic consumed resources, managers could manage somehow until now. The manager must be convinced of the profit that he could get from a synergy.) Project is not limited to simple synergies, obvious, such as sawdust valorification or superior capitalization of construction debris landfill. (ECOREG team experts have expertise and have already provided solutions for superior recovery of waste and secondary resources (for ex., for the lamps burned for electrical equipment collected from plants for waste food and drinks which can be used in biogas For agricultural recovery or ash as additives for cement and concrete recipes or materials during cold chains, etc.). Identifying and designing complex synergies is requiring multiple materials tests, and waste characterization. (Are harmful, can be transported on public roads, what precautions must be taken, should be packaged as such could be neutralized, who could legally make such operations, the operators are trained and authorized to do so? Regarding the resources that could be the object of a synergy, frequent offers in pilot county - Suceava are: wood and wood waste. Their sustainable use is not in combustion, even if they are renewable fuels, but in the recovery by generating added value. (For example, using waste wood for particle board or other purposes was identified at Egger Company from Radauti and Romanel Company from Vatra Dornei; unfortunately, these companies do not take timber products besides from forests managed sustainably (this is the firms policy, very healthy and for long term). CONCLUSIONS AND COMMENTS

Most wood waste manufacturers from the pilot county don`t have certificates supporting that the wood comes from forests managed sustainably, so their waste rot on the roadsides or, at best, are burned in the center. There were organized awareness raising for wood waste producers, so they know what can be done and so the waste they provided can become interesting for intensive companies like those mentioned). Experts have already prepared materials about the formalities that a wood waste producer would have to meet to certify the origin of the timber as the formalities which forest owners must comply. CONCLUSIONS AND COMMENTS
