Introduction Legal Status of TIPA The Training Institute of Public Administration has been created by the Decree of the Council of Ministers Nr. 315, dated 23.06.2000. This decree states: Establishment of the Training Institute of the Public Administration (the Institute), as an institution under the supervision of the Council of Ministers With the support of the European Commission

What are the Challenges in 2005 Based on SWOT analyses Strengths Increased absorption capacity as a result of international experiences from a group of international experiences (projects, study tours, contacts etc) Ability to attract the best experts in the local market including specialists from the universities and civil service practitioners Weaknesses Shortage of information on real training needs of client group Inadequate or inappropriate training facilities Absence of certain key skills/ experience in either management or training staff Over-reliance upon a monopolistic position With the support of the European Commission

What are the Challenges in 2005 Opportunities: Demands for training created by the Stabilisation and Association agreement signed by Albania Changing the emphasis from a resource control culture within the Civil service to a modern day customer orientated service provision Possibility to develop a new type of training provision (e.g. distance learning-possibly using the internet) Threats: Shifts in consumer tastes and the movement away from traditional classroom learning More and more civil servant have now possibilities to attend training seminars and conferences abroad and as a result they challenge the quality of TIPA’s training The loosening of regulations and opening up the market to the private sector With the support of the European Commission

Key Strategic issues for 2006-2009 To meet the increased specialist demands for training created by the Stabilisation and Association agreement signed by Albania Develop a set of units and programs activities Identify the training needs (TNA system) Develop a specialized resource of trainers Introduce a in-house professional development program for TIPA staff With the support of the European Commission

Key Strategic issues for 2006-2009 2. To meet the need for management training at lower levels within the Civil Service Develop an annual plan for the training of senior managers Develop and run a series of skills based management programs With the support of the European Commission

Key Strategic issues for 2006-2009 3. To achieve the status of a national and international centre of excellence within the sector of Civil service and public Sector training To develop international links with professional agencies and educational/training quality control agencies To explore the possibility of accreditation under the remit of a national agency and ultimately an international body With the support of the European Commission

Strategic issues for 2006 - 2009 4. To develop Civil service certificate and Diploma programmes - accredited by TIPA and the University of Tirana - which are based upon the awarding of CATS points To develop civil service Certificate and Diploma programme and to obtain joint accreditation from TIPA and the University of Tirana To award CATS points to all of the training programmes delivered by TIPA which will count towards the Certificate and Diploma With the support of the European Commission

The end-result and the outcome A more professional and capable civil service based on the merits system A more responsible and accountable civil service to the public needs and its demands A more capable and highly motivated civil service for implementation of national strategies for future developments of Albania and for its integration into European structures An ethical, transparent, and without corruption civil service With the support of the European Commission
