Overview Organization Historic Funding/Workload Existing Contracts Upcoming Contract Opportunities Good Morning, I am honored to be here this morning to provide an overview of the US Coast Guard’s Civil Engineering Program and a snapshop of our upcoming projected contracts to support CG shore facilities. I appreciate SAME sponsoring this seminar which provides a great forum to bring the military services and other agencies together as we look for opportunities to continue to deliver innovative and sustainable facilities across the public and private enterprise. Thanks for being here today and for your support of SAME. The CG and FDCC/SILC Construction (my command) have have had a strong partnership over the years. So this morning, I want to provide you an overview of our CG civil engineering organization, our historic funding levels, some of our existing contracts to support our shore facilities as well as some upcoming contract opportunities.

USCG Shore Infrastructure Air Stations Industrial Facilities & Integrated Support Commands Housing & Barracks Waterways Training Centers CG controls 67% of DHS’s owned portfolio 45,000+ Buildings and Structures 2,770 Sites, Covering 92,574 Acres $21B Replacement Value ~45 Year Average Building Age Sectors & Stations CG Shore facilities account for 39% of the Coast Guard’s total assets (by value). CG Facilities are located in coastal areas and deterioriate faster than other Gov’t Agencies that are located in metropolitan and inland areas. The replacement value (PRV) is based on DoD Real Property Use Codes (Ref: DoD Facilities Pricing Guide UFC 3-701-07) which identify facility assets by functional use. The DoD Tri-Service Committee on Cost Engineering specifies a unit of measure and a unit cost factor for each use code, and also compiles and issues the Geographic Cost Index (GCI) data used by the CG to calculate PRV. PRV = Use Code Unit Quantity x Unit Cost Factor x Geographic Cost Index Diverse portfolio of shore assets that operate in a harsh coastal environment.

Civil Engineering Organization Shore Infrastructure Logistic Center Norfolk, VA New Construction - FDCC Main Office Norfolk, VA Satellite Office Seattle, WA Maintenance & Repair District CEU 1 Providence, RI 11 /13 Oakland, CA 5 / 9 Cleveland, OH 17 Juneau, AK 7 / 8 Miami, FL 14 Honolulu, HI This CG Civil Engineering organization has gone through a transformation over last few years to align with CG modernization and the new CG mission support model. The Shore Infrastructure Logistics Center (SILC – located in Norfolk, VA) is responsible for field execution of the Coast Guard’s Civil Engineering Program, including planning, design, construction, contracting, environmental, real property and base facility management and operations. CAPT Jim Heinz is the CO. FDCC is responsible for major capital projects that are funding with AC&I funds (equivalent to MILCON). FDCC is based in Norfolk with a detachment in Seattle. The Civil Engineering Units (CEUs) provide depot level CE support including facility inspections, managing M&R projects, real property, and environmental support for shore installations and Coast Guard Aids to Navigation. There’s 6 CEUs and the map shows how their align their support with the 9 CG districts. The Districts execute the CG operational missions of maritime security, maritime safety, and maritime stewardship. Asset management & facility maintenance. How the CG Shore Plant is Maintained & Supported Deepwater 5% Facility Upgrades required for new Deepwater Assets Other 6% Unit (‘O’) Level M&R - $ Historically Managed by Operators, NOT Engineers Shore AC&I 12% GSA Leases 23% Facility Re-cap, Service-Life Extensions, Improvements, and Alterations to meet changing Mission Needs Business Case or Funding drive a non-Gov’t Owned solution to Mission Needs Operating Funds (Maintenance) 54% Routine Depot-Level Maintenance, Repair, Code Compliance, and Divestiture Congress annually appropriates $ for the CG… Within our budget, a certain amount is specified as operating expenses (funds). Unlike private facility owners, CG is allowed to use ONLY those funds appropriated by congress for maintaining our facilities. We have no authority to raise funds from some other source to maintain our infrastructure.

Annual CG Shore Facilities Funding CG received plus ups in supplemental AC&I funds in recent years to restore faculties damaged during Hurricane Katrina and more recently Hurricane’s Rita and Ike. Our approach in restoring these mission critical facilities has been to provide facilities more resilient to natural disasters and less prone to risks of flooding and wind damage. We’ve also seen an increase in funds in our Major Acquisition, ”MASI”, funds to provide shore facilities to support our new major platform acquisitions including new CG Cutters and airframes. There’s also a possibility of Supplemental funds for “Superstorm Sandy” in 2013. New Construction (AC&I) $150M - $200M Maintenance & Repair $200M 7

S. Secret Service TSA – Transportation Security Administration The Coast Guard is part of the Department of Homeland Security and work closely with other DHS components.

S. Secret Service TSA – Transportation Security Administration Acquisition Planning Forecast System (APFS) provides a forecast for potential DHS procurements. APFS records are required for all potential DHS procurements over the simplified acquisition threshold (SAT) of $150,000. An APFS record shall be entered into the APFS database on or before August 31st of each year for all potential procurements that could arise in the following fiscal year. Unplanned procurements during the fiscal year shall be entered into the APFS as soon as the requirement is known. System has been recently updated.

National Multiple Award Construction Contracts (NMACCs) DHS-wide Design/Build Construction contracts United States, Puerto Rico, and Territories Task Order Limits $3M - $100M $500M Total Order Limit for Each Contract Task Orders: Price Only or Best Value Base Year + 6 one-year Options – currently in 4th Option Year (Primarily used by FDCC) FDCC’s predominant contract vehicle for major new capital construction projects is our “National Multiple Award Construction Contract – NMACC” Contract tool is available to all DHS agencies for projects over $3M We have 7 contractors and We are currently in our 4thrd Option Year.

Regional Multiple Award Construction Contracts (RMACCs) United States, Puerto Rico, and Territories Cover respective USCG districts Executed by Civil Engineering Units Task Order Limits $3K - $5M Task Orders: Price Only or Best Value Expire in 2016-17 CEU’s predominant contract vehicle for major repair and rehab construction projects is our “Regional Multiple Award Construction Contract – RMACC” EACH RMACC is set aside for a specific SB designation.

Cutter, Aircraft, Boat Recapitalization The Coast Guard is currently modernizing a number of our boat, cutter, and aircraft platforms. Here a photo of the Coast Guard’s newest Fast Response Cutter, National Security Cutter, Maritime Patrol Aircraft, and Response Boat Medium. A number of our shore plant improvement projects are to support these new platforms.

Sustainable Building Design and Construction In all of our new, we are incorporating, Sustainable Building Design and Construction practices to: Promote water and energy efficiency Polution prevention And stewardship of our natural resources. Here’s a couple of recently constructed projects that attained LEED certification. Hangar on the left is a new Hangar project in the Bahamas which utilized photo voltaic panels. On the right is a new CG Station in Cleveland Harbor next to the Rock n Roll Hall of Fame. This project is incorporates a number of features and is targeted for LEED Gold.

Selection process underway. All projects have to be awarded this FY (by end of September 2014) 17

Annual Maintenance & Repair Budget: $200M Projects range from $5K to $3M in value RMACC (Regional Multiple Award Construction Contracts) IDIQ’s cover respective USCG districts Task orders range from $3k to $5M in value Executed by Civil Engineering Units: Mix of in-house and A/E designs A/Es used extensively for planning efforts Our annual shore facility maintenance and repair budget (AFC-43), averages $200M per year. Each RMACC per district is a specific Small Business set aside. Those project are executed by the Civil Engineering Units (CEUs) using in-house and A/E designs. Solicitations are posted in fed biz ops (https://www.fbo.gov/) above $25k if one of exceptions does not apply.
