Contracts and Subcontracts Forecasts of Contracting Opportunities: Research and Development Grants to State and Local Governments Forecast of Contracting Opportunities Lists a point of contact for each opportunity Estimated dollar amount, estimated quarter FY 2006 Forecast has EXISTING Contracts Subcontracting – Most large business have a process for which to register for subcontracting opportunities Small Business Liaison works for the Large or Prime Contractor Procurements over $550,000 are required to have subcontracting plans if there are subcontracting opportunities Research & Development grants are issued through Broad Agency Announcements HSARPA is the external funding arm for the Department of Homeland Security Science and Technology Directorate (DHS S&T). HSARPA performs these functions in part by awarding procurement contracts, grants, cooperative agreements, or other transactions for research or prototypes to public or private entities, businesses, and universities. A BAA consists of two Technical Topic Areas (TTAs) described in Section 3. The BAA is structured to solicit Proposals for near term projects (TTA-1) where pre-production working prototypes are to be delivered and evaluated within 9 to 18 months after award. In addition, Proposals are also solicited to design, develop, and demonstrate future or novel technologies and devices (TTA-2) that will significantly advance the state of the art in each critical area. It is anticipated that prototypes will be delivered under TTA-2 no later than 60 months after award. Marketing tips from small businesses that have been successful in the Federal marketplace: Review all background information Understand and know what the agency is buying Favorable responses to Sources Sought Notices – Rule of “Two” Understand the difference between use of pre-existing contract vehicles and open market buying and position your firm accordingly Utilize the FOIA process Participate in small business outreach/networking activities Consider prime contracts, subcontracts, and teaming Talk with other small businesses and get tips from them as to how they were successful in getting their first contract Background Information: Review Budget, Annual Reports, Strategic Plans Determine where that organization is having difficulties, or needs your service Find out how a particular organization buys your goods or services Are most of them purchased with a credit card Office supplies must be purchased the DOD E-Mall IT commodities and services will be purchased through EAGLE and FirstSource Do your homework before you make contact with the SB Specialist You will then know what questions to ask Learn to be able to articulate exactly what your company does First impressions do count in business (lateness, disorganization) Don’t try to be everything to the agency market whatever it is that is your niche. Homeland Security Learn what we buy and know when we are buying it Avoid “cold calling” Understanding the buying techniques that your customer uses can provide you with a competitive advantage.  EXAMPLE: EAGLE, FIRSTSource, PACTS IT will be through the ITAC Before contacting the SB Specialist have a list of questions you want to ask such as: How does their organization buy the goods or services that you sell Who are the program managers over that area and are they willing to meet with vendors.
