Naval Medical Research Center (NMRC) NMRC's primary mission is to conduct research, development, tests and evaluations to enhance the health, safety and readiness of Navy and Marine Corps personnel in the effective performance of peacetime and contingency missions. NMRC is a headquarters laboratory located in Silver Spring, MD and provides oversight and support to four subordinate laboratories; the U.S. Naval Medical Research Unit No.2, the U.S. Naval Medical Research Unit No. 3, the Naval Dental Research Institute, and the NMRC Detachment Lima, Peru.

Naval Health Research Center (NHRC) NHRC’s primary mission is to conduct research to support Navy and Marine Corps operational forces. NHRC is a headquarters laboratory located in San Diego, CA providing oversight and support to four subordinate laboratories; the Naval Aerospace Medical Research Laboratory, (NAMRL); the Naval Submarine Medical Research Laboratory, (NSMRL); the NHRC Detachment (Brooks) and the NHRC Toxicology Detachment.

1988 NMRDC hired its first Patent Attorney and a GS-6 Data Analyst For ten years nothing else was done Result, patents were being filed but tech transfer floundered NMRC Lessons Learned

1997 Patent attorney relocated to NMRI NMRI created an Office of Technology Transfer –ORTA (military officer) –Patent Attorney –Data Analyst NMRC Lessons Learned

1998 NMRI ORTA prepared first OTT strategic Plan

ORTA First Technology Transfer Organizational Structure ORTA (military officer, 0-5) Marketing Specialist (military officer, 0-5) Data Analyst 1. Intellectual Property Counsel (GS-15) 2. Patent Advisor (GS-13) Para-legal ( new hire )

NMRC Lessons Learned As a result, Command assigned two senior MSC officers to the Office to work with the Patent Attorney One to be the ORTA One to be in charge of Marketing

NMRC Lessons Learned 2002 new Commanding Office held off-site Strategic Planning conference OTT got itself invited and presented it’s new Strategic Plan Directorate heads approved the Plan

NMRC Lessons Learned New Plan called for setting up an office of Intellectual Property with 2 Patent Attorneys – one for NMRC & one for NHRC Plan also called for replacing the GS-7 patent assistant with a GS-9 paralegal with patenting experience

NMRC Lessons Learned Plan converted ORTA from military officer to contractor position Planned also converted Marketing Specialist position from military officer to GS 7/9/11 position

NMRC Lessons Learned 2004 BUMED in midst of internal reorganization had a Strategic Planning meeting in San Diego OTT got invited and used the opportunity to revise it’s long range Strategic Plan

OFFICE OF COUNSEL ORGANIZATIONAL STRUCTURE Intellectual Property Counsel for NMRC (GS-15) Patent Attorney for MTFs ( GS-14) New billet Page # 2 Paralegal (GS-09) Patent Attorney for NHRC (GS-14)

NMRC Lessons Learned New Strategic Plan called for a third Patent Attorney to be hired to handle IP coming out of the MTFs Also called on creating a new permanent GS position for the ORTA rather than leaving it as a contractor

NMRC Lessons Learned What did we learn? –If you don’t do it, it doesn’t get done –Whenever your Command or Headquarters has a meeting to revise their Strategic Plan….get yourself on the agenda –Beware of the 800 Pound Gorilla – his Strategic Plan may not be the same as yours

BRAC The Eight Hundred Pound Gorilla
