Finding CJIS Funding: Grant Opportunities

Budgets are Tight … For the Long Haul Affordable Care Act (Health Care Reform) will expand Medicare by 20 to 40 million new applicants Recovery Act (ARRA) funding largely expires in 2012 State and local pension funds are facing a $2.5 trillion shortfall Texas, spared for most of the Great Recession, has a $400 million shortfall in formula- funded education alone

Edward Byrne Memorial Justice Assistance Grant Program Primary provider of federal criminal justice funding to state and local jurisdictions –60% allocated to state –40% allocated to local government Two opportunities to apply: –Direct to the Federal Government by June 2011 (estimate) –Through your state granting authority Was increased with Recovery Act Be careful – each state handles differently and has different deadlines For example, Texas is due March 2011!

Allowable Uses for JAG Grants JAG funds may be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and criminal justice information systems for criminal justice that will improve or enhance such areas as: –Law enforcement programs –Prosecution and court programs –Prevention and education programs –Corrections and community corrections programs –Drug treatment and enforcement programs –Planning, evaluation, and technology improvement programs –Crime victim and witness programs (other than compensation)

Anti-Gang Strategies and Programs Applications due March 8, 2011 Purpose –Community-based gang prevention, intervention, and suppression should involve multiple organizations and programs working in partnership to deliver complementary services to a specific population in a targeted area. The Comprehensive Anti-Gang Strategies and Programs initiative provides communities with funds to: (1) hire a multi-strategy gang coordinator to coordinate existing community-based anti-gang programs and strategies that are closely aligned with local law enforcement efforts; (2) implement or enhance existing evidence-based gang prevention, intervention, and suppression programs; and, (3) evaluate the implementation and impact of comprehensive community-based anti-gang strategies. State Homeland Security Program (SHSP) Applications due April 2011 Purpose –The HSGP is a primary funding mechanism for building and sustaining national preparedness capabilities. The HSGP is comprised of five interconnected grant programs: State Homeland Security Program (SHSP), Urban Areas Security Initiative (UASI), Operation Stonegarden (OPSG), Metropolitan Medical Response System (MMRS), and Citizen Corps Program (CCP). Together, these grants fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration. Per the Implementing Recommendations of the 9/11 Commission Act of 2007 (Public Law ) and the Department of Homeland Security Appropriations Act, 2010 (Public Law ), States are also required to ensure that at least 25 percent of their SHSP award funds and 25 percent of their UASI award funds are dedicated towards law enforcement terrorism prevention activities. Smart Policing: Evidence-Based Law Enforcement Initiative Applications due June 2011 Purpose –The FY 2010 grant announcement seeks to build upon data-driven, evidence-based policing by encouraging state and local law enforcement agencies to develop effective, economical, and innovative responses to precipitour or extraordinary increases in crime, or in a type or types of crime within their jurisdictions. Internet Cyber Crime Grant (ICCG): State of Missouri Applications due May 2011 Purpose –The Internet Cyber Crime Grant Program distributes funding to support a broad range of activities to prevent and control internet cyber crime as it relates to children and to improve public safety.
