“The Highwayman” Background During the 17 th & 18 th centuries in England, a highwayman was a robber who stopped travelers on the roads and stole their money and jewelry. A related expression in modern English is highway robbery, which refers to charging such a high price for something that the seller is practically stealing from the buyer.
