Power System Generation CLP has 3 generation plants located in the New Territories and 2 located on the Mainland. CLP and Hong Kong Electric’s (HEC) networks are interconnected to back up each other in cases of emergency. This means that there are no less than 6 supply sources to the CLP network at any point in time. Back to main page

Power System Transmission Network CLP’s transmission system is connected to Hong Kong Electric’s and to the China Southern Power Grid via transmission circuits. This connection safeguards CLP customers from any major power loss during cases of emergency. Back to main page

Distribution Network CLP’s distribution network is based on 11kV Closed Ring supply system. This ensures that there is enhanced supply security. This arrangement also provides substantial cost saving for data center operators trying to achieve n+1 supply reliability through cost avoidance. Power System Back to main page

CLP’s tariff is amongst the lowest in the world for its level of reliability. In addition to being one of the lowest cost our tariff has the following features : Simple Structure – Data center operators have a choice of 3 simple tariff types, 2 of which are “time of use” based. Charges are based on actual demand and actual consumption. Transparent – All components of the tariff are published. Q1: What is the supply lead time for the provision of electricity supply? Answer: The supply lead time will depend on the potential data center site and the requested electricity demand. It will also depend on CLP’s works programmes and other customer projects. CLP can provide the estimated supply lead time within a few days of notification of the location and the loading. Answer : CLP will endeavour to fast track energisation and supply depending on load demand and commitments on uptake. Q3: How can CLP maintain reliability levels at % when it is the only supplier? Answer: It is not necessary for power supply to be sourced from two different generation companies for it to be more reliable. CLP strength lies in its network. With any electricity utility supply system, most power disturbances originate from the network i.e due to accidental cable damage, lightning etc. CLP’s robust network is able to eliminate any disturbances before it affects customers. Answer: HEC supports CLP and vice versa in case of any power supply emergency. CLP purchases a portion of its power supply for its customers from Guangdong Daya Bay Nuclear Power Station.

Frequently Asked Questions (FAQ) Back to main page Q5 : Given CLP’s system connectivity with Hong Kong and Guangdong can a data center operator claim to be a tier 4 data center? Answer: The data center "tier" definitions were developed by data center professionals. It is not for CLP to determine whether a data center operator can claim to be a tier 4 data center based on CLP’s supply network. We can advise though, that CLP’s network can obtain power from multiple supply sources, 3 from power stations located in the New Territories and 2 on the Mainland. In addition, CLP and HEC back-up each other through the interconnection in case of a power supply emergency. Whether the data center operators conclude the above as being a dual or multiple source will depend on their interpretation of a “Tier 4” data center.

Customers may apply for the rate that is appropriate to their actual consumption. CLP’s tariff is amongst the most competitive in comparison with other world class cities.
