Andris Vilks Business Case 1 Primary The primary business case is that, through co-operation between European National Libraries, The European Library partners will gain a significant new route to end-users and an additional showcase for their collections, products and services. Users will get integrated access to those collections, products and services via the Internet. The European Library is ideally suited for widening access to born-digital or digitised resources, but will also widen access via improved searching to non-digital resources. The European Library will also supplant Gabriel’s role as a guide to National Libraries, encompassing* much of the information it currently maintains. The European Library will enable integrated search and discovery of resources in multiple European National Libraries. It will become the primary source in the world for such integrated access.

Andris Vilks Business Case 2 Secondary The secondary business case is that The European Library provides a co-operative framework for continuous development and innovation in metadata, interoperability and other technical areas through co-operation. The European Library will also provide a stimulus for collaboration on digital collection building or development of themed* collections. The European Library will not develop a commercial interest in activities contrary to the interests of individual partners (e.g.: document delivery, catalogue record supply).

Andris Vilks Project acronym: TEL-ME-MOR Project full title: The European Library: Modular Extensions for Mediating Online Resources

Andris Vilks Project summary A Specific Support Action under Activity of FP IST-3. Die Deutsche Bibliothek (National Library of Germany) coordinates this action in which the national libraries of all the new member states of the EU are participants. Other partners include the British Library, the National Library of the Netherlands, the Swiss National Library and CENL (Conference of European National Librarians). Indicative budget is EUR 1.4 million over 24 months.

Andris Vilks This will be the first serious attempt to develop the research agenda for the knowledge society in the 10 new member states (NMS). Objective of the SSA is to increase the potential of the national libraries and related national networks to promote involvement of knowledge society actors in IST activities in FP6 and FP7 by ensuring better access to essential European information resources.

Andris Vilks Specifically, the project extends the networking services developed by TEL (The European Library) to the 10 NMS, investigates the state of readiness of their knowledge society actors to participate in IST projects and activities, raises awareness and establishes potential partnerships through seminars, meetings and exchanges and provides strong multilingual web support for easy access to networked resources and for local dissemination.

Andris Vilks The impact of TEL-ME-MOR will be that TEL services will be available in all 10 national libraries with an interface in the local language, and that NMS participation in future calls for the cultural heritage and learning sectors will increase to 40%. It is also expected that these developments will assist NMS participation in many other areas of EU-funded research.

Andris Vilks Project objective(s) and state of the art This support action has three main goals, which are reflected in the objectives, and supporting tasks in the 5 workpackages, namely to: develop the research agenda for the knowledge society in the 10 new member states (NMS) foster European partnerships and increase NMS participation in future EU IST activities ensure better access by researchers across Europe to essential European information resources.

Andris Vilks The action aims to set up a co-operative framework, which will lead to a system for access to the major national collections (with strong emphasis on digitally accessible information) in European national libraries. Such access is becoming more difficult to achieve as more and more source material is being made available in electronic format (with a growing proportion of the output being “born digital”).

Andris Vilks 10 NMS – and thus 9 new languages - Europe has become even more multilingual; providing effective multilingual web support for easy access to networked resources for researchers and individual users is taken up in workpackage 3. The action aims to develop the localisation and multilingual capacities of the network in the longer term. Users will be provided with a basic level of multilingual access and a specification for desirable research and development activity in this field within FP6 having regard to the needs of the NMS will be produced.

Andris Vilks As a result of the TEL-ME-MOR national, regional and pan-European events, networking, coordination and integration of national, regional and European research policies and programmes to build the knowledge society in NMS will be greatly improved.

Andris Vilks Contributions to standards 1.Exploitation of Open URLs for context- sensitive linking 2.Emerging public sector standards for authentication and authorization in distributed systems 3.Metadata conformance to DCMI standards 4.The use of appropriate file formats for digitized objects, bearing in mind both display and preservation considerations.

Andris Vilks Contribution to policy developments The TEL-ME-MOR project will significantly lower existing barriers by integrating the national information resources of the NMS into The European Library Service.

Andris Vilks TEL-ME-MOR activities will include the creation, maintenance, promotion and linking of The European Library Service providing integrated access to the databases of national libraries customised to offer pertinent resources to researchers and industrial and academic research organisations in the NMS in order to catalyse new partnerships for research consortia.

Andris Vilks the organisation of regional seminars where knowledge researchers – industrial and academic – from NMS can meet their peers from other Member States with a view to participating in proposals, the organisation of national awareness raising workshops on issues pertaining to research aimed at building the knowledge society in the NMS and

Andris Vilks General impact Provide a more comprehensive and more easily searchable pan - European collection of top quality information resources covering all subject areas of interest to the research community Enhance the ability of NMS researchers to access resources in all pertinent languages through multilingual interfaces Overcome the digital divide between new and old Member States by improving support for any researcher at any time

Andris Vilks Raise awareness amongst policy makers, research funding bodies and the research, scholarly and IT communities about the tools and services available through national library networks Significantly increase participation with the objective of achieving overall NMS participation of 40% in IST work programmes and related calls

Andris Vilks Encourage NMS authorities whenever possible to achieve synergy between national and EU initiatives in the development of the information society Give more prominence to EU cultural and scientific heritage for the expanding Europe and the world at large Actively support research sectors on the basis of interest expressed by the new member states and individual users.

Andris Vilks WP1 Analysis of research requirements Objectives. Investigation the research requirements of national libraries and their clients from the research and technological application sector, focusing on research and new services to build the knowledge societies in the NMS in areas relevant to the IST programme. The result will be a validated orientation tool for would-be IST actors in the NMS as they respond to future calls and strive to develop new ICT based services for the research communities.

Andris Vilks WP 1 Analysis of research requirements One of the most important goals of the TEL-ME-MOR project is to contribute to larger involvement of the national libraries in European projects, specifically in the Fifth IST Call whose main objective is Access to and preservation of cultural and scientific resources.

Andris Vilks Milestones and expected result This first serious attempt to mobilise these players in the NMS will create a report in which potential main library actors document their needs and major motivations to become involved in future calls and to contribute to shaping future research agendas in FP6 and FP7. This will result in much greater clarity of understanding of the research and technology needs of national libraries and their clients, leading to a well-defined development path for their involvement in FP6 and FP7, and their contribution to the shaping of the research agenda in FP7.

Andris Vilks WP2 Developing the network for access to national resources, aims to assist NMS national libraries in introducing effective ICT tools and networked support services as a basis for offering all the features of The European Library environment whereby researchers can access the information they need anywhere and at any time. In addition it will result in raising the profile of this knowledge network in the NMS.

Andris Vilks Objectives To bring as many as possible of the 9 NMS national libraries which are not yet members of The European Library into full membership of the network so that researchers and informed citizens both in the “old” EU and in the NMS can access the information from any of the participating libraries anywhere and at any time. To raise the profile of this knowledge network in the NMS and to ensure the sustainability of the network.

Andris Vilks Preparation and Implementation of metadata and collection descriptions Each set of requirements will be implemented with a dedicated Technical Assistant from The European Library helping and training each NMS. Such preparation of the NMS data for collections and services will also enable the NMS to participate in similar services and distribute their material via the web to the informed citizen and researcher in their own and other countries. Creation of meta data that is Dublin Core, OAI and Open URL compliant. Describing of collections to correct standards for inclusion.

Andris Vilks Preparation and Implementation of Technical Infrastructure This will include the development of gateways to access the data of the library, www, sru, or z39:50 and will require the services and knowledge of the e- architects of the Koninklijke Bibliothek and The British Library.

Andris Vilks Milestones and expected result All NMS libraries produce with the help of the European Library Office detailed implementation plans, to become full members of The European Library Service, and provide regular progress reports. Expected result: An expansion and enhancement of The European Library service and a raised profile of resources for researchers in the EU and the NMS.

Andris Vilks WP3 Developing the multilingual capacity of the network, will lay the foundations for developing the network’s localisation and multilingual capabilities thus making information and knowledge available from the national libraries in the NMS easily accessible to their principal clients namely researchers, educational and cultural workers through multi language interfaces and search mechanisms.

Andris Vilks Description of work to produce a report into the UNICODE capabilities Translate interface and metadata labels into each NMS language to produce an overview of existing subject systems and headings in use to analyse cross-language to investigate approaches currently available to managing multiple authorities

Andris Vilks Milestones and expected result Researchers in NMS are able to use The European National Library service in their own languages. An implementation proposal and scenario for multilingual access prepares the way for future cross-language access. A workshop is held to discuss and validate results.

Andris Vilks WP4 Awareness building and electronic information space for research partnerships, builds awareness of key actors in the knowledge society in the NMS of the opportunities for involvement in research partnerships and their potential contribution to the shaping of research agendas. Methods used will include linked websites in all NMS languages, regional conferences, newsletters and participation in a European conference which will widen the impact of the knowledge network to other CENL members in EU, CIS and Balkan countries.

Andris Vilks Objectives 1.To build awareness of key actors in the knowledge society in all the NMS countries of the opportunities for involvement in FP6 research partnerships and their potential contribution to the shaping of research agendas 2.To widen the impact of the knowledge network between NMS countries and to other CENL members in the European Union, Commonwealth of Independent States and Balkan countries.

Andris Vilks Description of work Create a project website for internal and external use including links to relevant IST projects and policies and contact points, other relevant EU policies and initiatives, cross border initiatives, events (our own and others’) and other links as a resource for would-be participants FP6.

Andris Vilks Create a network of up to 10 similar TEL-ME- MOR websites (with some added local content) in the local languages of each NMS. Create and publish 3 editions of an electronic newsletter to carry content from and relevant to the NMS

Andris Vilks Milestones and expected result Reports and events as specified. These activities will result in a high profile for the opportunities to involve actors from NMS in research projects and harness their contribution to future research agendas; they will widen the impact of TEL-ME-MOR results and activities at the policy and strategic level in NMS; they will disseminate the impact of the pan-European European Library Service on the research sector.

Andris Vilks WP 5 provides the management, co-ordination and evaluation activities and the leadership activities necessary in an extensive action of this kind.

Andris Vilks The National Library of Germany (DDB) undertakes administrative coordination, provides a direct link with The European Library management board, brings experience of other projects and contributes in an advisory capacity to WP4, having led the dissemination activity in the TEL project.

Andris Vilks Eremo (Italy) will act as scientific coordinator and technical project managers, responsible for coordination of the technical activities of the project. Eremo will ensure that all work is properly coordinated, resourced, and quality controlled. They will participate actively in the awareness raising and dissemination activities and the research study, and prepare agendas and documentation for all project management meetings and related requirements.

Andris Vilks The British Library also provides a link with The European Library management board, brings experience of other projects and provides technical support for WP2 in the fields of metadata and networking, especially SRU/Z Furthermore, The British Library leads the creation of the Research Library Network in the UK, which enables collaborative work with the UK's key research bodies; it thus contributes valuable understanding of the the needs of all researchers, to develop the widest possible national print and digital collections, and to improve access to key resources for the research community.

Andris Vilks The Swiss National Library through its director, provides a link with The European Library management board, brings experience of other relevant projects and provides a link to the wider CENL membership. It is very active in promoting and improving cross-language access both within Switzerland with its four national languages and abroad, with expertise in language linking and character set management.

Andris Vilks CENL through its secretariat ensures coordination with CENL membership and services and those of TEL-ME- MOR ensures overall synergies between The European Library, TEL- ME-MOR and wider CENL activities and membership

Andris Vilks The National Library of the Netherlands through The European Library office, is crucial in leading WP2 (Developing the network for access to national resources) with technical expertise, training and implementation of The European Library for the 9 NMS libraries not now core partners in The European Library.

Andris Vilks The 10 national libraries of the NMS provide inputs to all work packages including analysis, developing the network, awareness building and providing electronic information resources.
