How are citizens responding to crime 6% respondents had witnessed crime. Of which, 50% have informed police and 41% of whom were satisfied with the response. Survey findings: Reasons for not informing Of those who witnessed/faced crime, 34% respondents did not report because they didn’t have time, while 28% did not report as they don’t want to get involved in any trouble. Of those respondents who didn’t inform as they didn’t have time, 39% were from SEC (Socio-Economic Classification) – A. While the representation of SEC D & E (33%) was highest amongst those who said they don’t want to get into any trouble. Incidentally, those from SEC A and SEC D&E who informed police when they witnessed/faced crime, 42% were satisfied. 7

Gap of Investigating Officers (IO) As of July 2014, Mumbai police has a strength of 37,159 officers out of the sanctioned 41,643, a gap of 11%. The gap for investigating officers (API and PSI) is 32%. This severely affects not only the quality of investigations but also causes delay in completing investigation. 8

Gap of Officers in the control room (100/103) Control Room is short by 126 officers (again a gap of 47%). According to our survey: Only 46% of those who had faced or witnessed crime have used police helplines (100/103). 9

Investigation of cases Overall In 2013, 83,415 cases were investigated. Of which investigation was completed in 38,814 cases. While, investigation in 53% of the (a total of 44,601) cases are still pending. Class II Serious Offence (related to murder, rape, hurt, etc.) In 2013, 14,846 cases were investigated. Of which investigation was completed in 7,672 cases. While, investigation in 48% of the (a total of 7,174 ) cases are still pending. 10

Trial of cases Overall In 2013, 201,667 cases were tried. Of which trial was completed in 8% (17,034) cases. Of which in only 22% (3,694) cases conviction was given. Class II Serious Offence (related to murder, rape, hurt, etc.) In 2013, 54,163 cases were tried. Of which trial was completed in 9% (4,862) cases. Of which in only 8% (403) cases conviction was given. 11

What needs to be done Fill up gaps in the sanctioned and available strengths of the police force at the level of the Investigating Officers and in the Police Control Room (100/103 helpline). Separate Investigation function from Law and Order duty. Home ministry needs to improve coordination between the police investigating officers and public prosecutors. Police should take steps to reach out to citizens to address any apprehensions about police, law & order. Using regional language mediums, local cable channels can be helpful. Strengthen and where necessary create infrastructure for continuous training, forensic labs, crime mapping and crime forecasting. 13
