DOTD/CPRA Levee District Oversight Planning Study

Project Background and Historic Timeline – Departments of Highways and Public Works were merged into the Department of Transportation and Development (DOTD) Responsibilities Pre-Katrina and Rita  DOTD’s mission includes, among other things, the development and implementation of programs in all areas of hurricane flood protection (R.S. 36:501)  DNR’s mission includes the conservation, management, and development of water, minerals, and other such natural resources of the state, including coastal restoration and management (R.S. 36:351) Summer 2005 – Hurricanes Katrina and Rita

December 2005 – Coastal Protection and Restoration Authority (CPRA) established June 2008 – Legislation passed to integrate divisions of DOTD and DNR that were responsible for hurricane protection and coastal restoration respectively and establish the Office of Coastal Protection and Restoration Project Background and Historic Timeline Post-Katrina and Rita

June 2010 – House Concurrent Resolution No. 171 by Representatives Jane Smith, Henry Burns, and Christopher Roy to urge and request DOTD to study the impact of expanding the territorial jurisdiction of the CPRA to include any levee district that is not in the coastal area and under its current jurisdiction or authority November 2010 – SSA/HNTB engaged by DOTD to address HCR No. 171 and also consider the most efficient organizational structure to support all water resource functions:  LEVEE SAFETY/OVERSIGHT/SUPPORT  DAM SAFETY AND RESERVOIR DEVELOPMENT  STATEWIDE FLOOD CONTROL Project Background and Historic Timeline Levee District Oversight

Project Overview Background research on statutory responsibilities and development of an understanding of the functions provided by DOTD, CPRA, and OCPR Evaluate and identify the most effective and efficient Office or Division to provide statutory functions and services  Scenario A: DOTD retains current water resources responsibilities including levee district oversight  Scenario B: Transfer all DOTD public works and water resource functions to OCPR and DNR  Scenario C: Transfer only the levee district oversight and support functions to OCPR and complete the transfer of the DOTD water well inspection program to DNR  Scenario D: Other

Next Steps Final report to the DOTD and CPRA by February 28, 2011 Presentation at a public hearing of the Senate and House Committees on Transportation, Highways, and Public Works and Natural Resources prior to the convening of the 2011 Regular Session of the Legislature Implementation ???
