Employment and Training Administration DEPARTMENT OF LABOR ETA 1 Trade Act Participant Report (TAPR) Trade Act Participant Report (TAPR) Trade and Globalization Adjustment Assistance Act of 2009 U.S. Department of Labor Employment and Training Administration

Employment and Training Administration DEPARTMENT OF LABOR ETA 2 Implementation Timeline of New TAA Reporting Model Late June/Early July Submission of report instructions and data specifications to OMB for emergency clearance Late July/Early August Public comment period on reporting submission August 17 Deadline for OMB clearance and publication of report guidance (TEGL) October 1-December 31, 2009 First report quarter February 14, 2010 First report due

Employment and Training Administration DEPARTMENT OF LABOR ETA 3 New Statutory TAA Reporting Provisions 1.Individualized data elements ─ counts and durations of benefits and services 2.Redefined performance measures and other core measures at the discretion of the Secretary. 3.Information made available quarterly to Congress and on public website via searchable format, with filters for industry, state and national totals. 4.Accountability for states to provide specifics "on efforts made to improve outcomes for... (TAA participants)", and 5.Standards and control measures that states must implement to ensure data reported are valid and reliable. Amendments to Sections 239 and 249 of the Trade Act mandate several reporting requirements, including:

Employment and Training Administration DEPARTMENT OF LABOR ETA 4 Application of Statute in TAA Reporting Statutory requirements cannot be tracked through current report formats –Current aggregate data model not viable –Petition-level data also not sufficient Data integrity and program accountability will be substantially improved through a more detailed data collection –Aggregates create confusion Possibility of errors in “rolling up” data Lack of individual picture on range of benefits and services provided severely limits value of data analysis for service design analysis. –Tracking participants by petition number creates an accurate view of “take up” rate for response analysis.

Employment and Training Administration DEPARTMENT OF LABOR ETA 5 Current Report Model Aggregate data on most recent reporting quarter (“real time”) –ETA-563 –ATAAAR Individual participant records on participant activities and outcomes 5 and ½ quarters after exit –TAPR
