State of Maryland’s leading business organization Comprised of over 500 businesses 56 year old private sector membership organization Works in collaboration with government Advocates for changes to strengthen the business community and improve quality of life in the region Greater Baltimore Committee

Problem Maryland currently in trouble when it comes to funding our transportation trust fund Backlog of transportation projects awaiting construction is more than $40 billion Since 2000, TTF Revenue increased only 28%, while the General Fund increased 56% Gas tax, largest source of TTF revenue, not been increased since Current rate, 23.5 cents/gal. Legislation passed numerous times since 1984 “Borrowing” TTF revenues to general fund. $117 million of $571 million outstanding Additional $250 million diverted to general fund to compensate for anticipated revenue lost due to repeal of computer services tax.

S.T.A.R.T. of Solution “START” of a solution (Statewide Transportation Alliance to Restore the Trust) Alliance of businesses, nonprofit, and public sector interests 57 members strong, and it continues to grow Two things must happen in legislature: 1.Constitutional Amendment: Prohibit reaching into the TTF for nontransportation related spending; and 2.Increase transportation fees to get approximately $500 million/year Two bills pending: SB 714, Garagiola & HB 1001, Frick Hearings were held S.T.A.R.T. Testified in Support

Importance for CSSC Transportation improvements to intersections at APG and other BRAC facilities are dependent upon this bill being passed Harford County Delegation- less than helpful!! Please contact your members of the County’s Delegation, as well as County Execs, and County Council Members Tell them we need these bills passed for a smoother BRAC transition
