MSD Pipe Rating Program AQUA SALUBRIS

Pipe Rating Program What is it? A new, proactive program used to define and develop rehabilitation projects. The usual reactive approach is to rehabilitate an entire line after significant problems have occurred.

Pipe Rating Program Purpose: To get the Biggest (and Quickest) Bang for the Buck. This method should prove quicker and more efficient than our Basin Rehabilitation Projects. Focuses Rehabilitation Dollars where they are most needed – whether at a single point repair or a traditional D&R project.

Pipe Rating Program Brief History Over the past 10 years MSD has had an aggressive rehabilitation program, having funded over $111 million since FY93, primarily through traditional approaches. Pipe Rating was developed as a progression of our Basin Rehabilitation and Preventative Maintenance Programs. To date MSD has completed the first “London Road Pilot Basin” project @ 23,000 LF and is 71% finished with our second basin project, “Tomahawk Basin” @ 49,000 LF. The total cost will be about $6.5 million. Each of these basin-wide projects was divided into three phases for speed: 1) Lining on both private property and public R/W; 2) D&R in public R/W; and 3) D&R on private property

Pipe Rating Program Brief History (Cont’d) Basin-Wide Rehabilitation, though comprehensive, is both time-and-capital intensive, taking 3-5 years to develop and complete a project. With sixty-nine sub-basins within the District, this approach is too slow. Seeking higher levels of efficiency, MSD developed a program which targets hot-spots. This program also dovetails with our new State Collection System Permit (at the time only the fourth such permit in the State). MSD is now required to rehabilitate at least 50,000 LF per year. In prior years we have exceeded over 90,000 LF, though this is being ramped down over time.

Pipe Rating Program How was it started? A special group was formulated which was comprised of several levels of staff including GIS, System Services, engineering, and management. This “Vertical Team” helped to garner support from all levels within MSD and to gather as diverse an input as possible.

Pipe Rating Program Elements Used: 1) CCTV information 2) Defect Scoring System 3) GIS Database Software 4) Sanitary Sewer Overflow (SSO) history 5) Engineering analysis These components are combined to generate specific projects for problem lines.

Pipe Rating Program How Does the Process Work? 1) A line segment is first cleaned and CCTV’d, as a part of MSD’s Preventative Maintenance Program. MSD is required to clean 10% of our system each year, in accordance with our new collection system permit. MSD has CCTV’d over 32 basins totaling *** 2,073,030 LF ( 43% of our total system *** @ 900 miles+) as of June 2003. 2) Each structural defect noted in the video inspection is given a defect score, in accordance with MSD’s standardized scoring system. Defects are then embedded within the GIS database, with appropriate scores attached.

Pipe Rating Program Then What? This pipe rating is then used to flag the “worst-of-the-worst” pipes within a rated basin. As the rating is done via the GIS database, it occurs quickly. Once flagged, an engineer will further review CCTV footage of the segment, then evaluate rehabilitation options for the highest (meaning worst) rated pipes, by reviewing videos of each flagged segment then determining the most economical rehabilitation methods. All CCTV information is stored digitally and can be quickly retrieved for further analysis. An additional benefit of this format is that maintenance personnel can also quickly review CCTV information as needed.

Projects for FY04 In the first year of this program, MSD has added five pipe-rated projects to the FY04 CIP: Four are Point Repair type projects, while one is a traditional D&R due to the number of severe defects in several segments. Total estimated cost is $273,250. This program is organic and will re-prioritize over time as new data is received and other pipes are rated. There has been a good correlation between pipes with high ratings and real-time maintenance problems. To Date, over 737,536 LF of sewer has been rated by this program. Approx. 276,849 LF have been added to MSD’s 10 year CIP.

In May of 2003, MSD received an AMSA National Environmental Achievement Award for the Pipe Rating Program. This program was developed solely with MSD in-house staff and off-the-shelf software. MSD and Los Angeles were the only two utilities in the nation to receive this award.
