Oct 1 Accountability Webinar Kim Gilson Senior Consultant Data and Accountability Region 10 ESC It is the policy of Region 10 Education Service Center not to discriminate on the basis of race, color, national origin, gender or handicap in its vocational programs, services or activities as required by Title VI of the Civil Rights Act of 1964, as amended; Title IX of the Educational Amendments of 1972; and Section 503 and 504 of the Rehabilitation Act of 1973, as amended. Region 10 Education Service Center will take steps to ensure that lack of English language skills will not be a barrier to admission and participation in all educational programs and services.

Federal Waiver and Accountability O TAA Letter Dated Sept 22 O x?id= x?id= O The extension will run through the school year pending approval of the agency’s proposal for new teacher and principal evaluation and support systems in Texas. The systems are a specific component of the federal waiver and are scheduled to be piloted in school districts and charters during the school year.

State Accountability Performance Safeguards O Safeguards: O State: 55% O All Subjects O Student Groups: All o Students and seven racial/ethnic groups: African American, American Indian, Asian, Hispanic, Pacific Islander, White, and Two or More Races; Economically Disadvantaged, Students with Disabilities, and English language learners (ELLs). o Beginning in 2014, the ELL student group includes ELL students currently identified as limited English proficient (LEP) plus additional ELL students who have met the criteria for exiting bilingual or English as a Second Language (ESL) programs. O Minimum size: 25 O All campuses and districts must meet state safeguards

Federal Accountability Performance Safeguards O Same Groups, EXCEPT American Indian, Asian, and Pacific Islander O Reading and Math ONLY O Target is 79% O Minimum Size: 25 AND 10%, but if you have at least 200, no percentage is required O Example: Special Ed has 25 students and the group scores 60%. There are 300 students in the All Students group. O 10% of 300 is 30, so even though the group meets the minimum size of 25, they don’t meet the 10% requirement, so they don’t have to address this O Only Title 1 Schools have to address missed Federal Safeguards! O But you’re welcome to address them if you want! O TAIS Process is used for IR, Safeguards, PBMAS, Data Validation

Focus and Priority Schools O The Title 1 schools who were named Focus or Priority were part of a 3-year cohort O No new focus or priority schools will be named this year.

Consequences O Missed Safeguards Must Be Addressed in the TAIS Process O QUESTION O What if I met the standard for state accountability but missed 1 or more system safeguards? O ANSWER O You must follow the TAIS process, but do not have to upload the document O You can be selected for a random audit

STAAR A And Accountability O STAAR M had a federal cap of the number of students who could count as passers (2%) O It was modified content and was not the same test O STAAR A is the same test O The 2% cap does not apply

Eligibility Requirements Grades 3-8 will also have students testing online for SOA. MONITOR YOUR COMPUTER AND TECHNOLOGY NEEDS.

Index 2 Questions and Considerations O 3-8 Math will not receive a Growth Measure O ELL students do not need 2 years of data to calculate a Progress Measure O A Growth Measure CAN be calculated for them! O You’re left with: O Reading Growth Measure for ALL (And ELL Progress Measure) O Math Growth Measure ONLY for ELL O We will have to wait to see how Performance Reporting addresses this issue
