 All around the world, biometrics are becoming more and more commonly used.  Many countries are incorporating biometrics into their identification cards, law enforcement and other parts of society.

 Real ID Act of 2005 The REAL ID Act of 2005 is U.S. federal law that imposes certain security, authentication, and insurance procedures standards for the state driver's licenses and state ID cards, for them to be accepted by the federal government for boarding commercially operated airline flights and entering federal buildings and nuclear power plants

 Changing visa limits for temporary workers, nurses, and American citizens.  Establishing new national standards for state-issued driver licenses and non- driver identification cards.  Funding some reports and pilot projects related to border security.

 As of October of 2009: 25 States have either approved the REAL ID Act, or have legislation in effect to not participate in the program.

 Members of the Senate Committee on Homeland Security and Governmental Affairs introduced the Providing for Additional Security in States' Identification (PASS ID) Act of 2009 on June 15, 2009  Repeal substantive provisions of the REAL ID Act of 2005.

 For Application purposes, include documents with: Full name Date of birth Gender Person's driver's license or identification card number Persons address of principal residence  Must allow facial digital image capture.

Indiana intends to comply and over the past couple of years has enhanced their security system

In the state of Indiana The Bureau of Motor Vehicles (BMV) in responsible for state identifications. They are using Secure ID for the Indiana BMV’s effort to fully comply with the recommendations of the 9/11 Commission and state and federal regulations in two important ways: 1) Secure ID is a requirement for anyone applying for a new Indiana driver’s license, permit, or identification card to prove they are who they say they are. 2) All permanent driver’s license, permits, or identification cards will be mailed from a secure, government-run location to a customer’s home address following an extensive verification process of documents. The permanent credential will be received by the customer within 10 business days.

Over the past two years, the Indiana BMV has implemented a series of steps to increase security and integrity of the driver’s licenses and identification cards issued by the state. June, 2007 A new digital driver’s license and identification card was unveiled that included advanced imbedded security features to deter counterfeiting. BMV branches also begin electronically imaging all customer documents. November, 2007 Social Security Online Verification (SSOLV) was implemented to provide direct link to the Social Security Administration database for verification of the Social Security number, name and date of birth of an applicant for a driver’s license, identification card or vehicle title.

November, 2008 Facial recognition technology was activated at all BMV license branches. The technology compares the current photograph with the complete BMV photo database to identify possible attempts at identity theft, such as multiple names with the same photo. May, 2009 The BMV Fraud and Security Enforcement Division was created. The division coordinates efforts by the BMV to address security and fraud and brings together the former Investigations and Security, Compliance and Internal Audit and other parts of the agency overseeing security and fraud.

Digimarc wins competitive bid to provide new over-the- counter driver license issuance system and help the state prepare for Real ID. With this Indiana will start using digital watermarking. Indiana will incorporate covert, machine-readable Digimarc ID Marc digital watermarking into its driver license to enable cross- jurisdictional authentication and deter ID counterfeiting

 Many countries outside the U.S. have begun using biometric technologies in their governments and other daily operations

 Biometrics are prevalent in many countries, including the United States, and will continue to grow worldwide.  Look for biometrics to be incorporated with state and country identification systems.
