Ensuring Better Services and Fair Value Background There is growing need to have various national labs accredited (to instil confidence in stakeholders). NQP of 2011 … implement an NQI consistent with international best practices. Promote a quality culture.

Ensuring Better Services and Fair Value Scope of NQI NQI.... Defn... The Organisations, Structures and Systems for the regulatory and harmonising activities in countries and activities that guarantee that conformity assessment to stated requirements (in laws, regulations, standards, contracts etc.) are observed.

Ensuring Better Services and Fair Value Objectives Setup quality management systems inline with internationally accepted basis for accreditation (for testing and calibration labs) Assure customers (consumer) of confidence. Maintain and continuously improve quality.

Ensuring Better Services and Fair Value ISO – General requirements for competence of testing and calibration laboratories Standard outlines general requirements for the competence to carry out tests and/or calibrations, including sampling, covering testing and calibration performed using standard methods, non-standard methods, and laboratory-developed methods. Standard is applicable to all organizations performing tests and/or calibrations. These include laboratories where testing and/or calibration forms part of inspection and product certification.

Ensuring Better Services and Fair Value ISO Management requirements Lab or organisation to which lab belongs shall be a legal entity. Where a lab is part of a larger organization, the organizational arrangements should be such that depts having conflicting interests, such as production, commercial marketing or financing do not adversely influence the laboratory's compliance with the requirements of the Standard. The lab shall have managerial and technical personnel who, irrespective of other responsibilities, have authority and resources.... J.Ds and responsibilities should be clearly spelt out (as part of Q.M)

Ensuring Better Services and Fair Value ISO Management requirements Lab shall have a Quality Manager for ensuring that the management system related to quality is implemented and followed at all times. The laboratory shall document its policies, systems, programmes, procedures and instructions to the extent necessary to assure the quality of the test and/or calibration results (Management system). Management system policies related to quality, including a quality policy statement, shall be defined in a Quality Manual.

Ensuring Better Services and Fair Value ISO Management requirements Top management shall provide evidence of commitment to the development and implementation of the management system and to continually improving its effectiveness. The laboratory shall establish and maintain procedures to control all documents that form part of its management system (doc revisions, approvals etc). The lab shall periodically, and in accordance with a predetermined schedule and procedure, conduct internal audits of its activities to verify that its operations continue to comply with the requirements of the management system and the International Standard.

Ensuring Better Services and Fair Value ISO Technical requirements The lab shall put in place measures to address measurement uncertainty (i.e. Method validation, calibration, measurement traceability etc). The lab mgt shall ensure competence of all staff. Lab facilities for testing and/or calibration, including but not limited to energy sources, lighting and environmental conditions, shall be such as to facilitate correct performance of the tests and/or calibrations. The lab shall use appropriate methods and procedures for all tests and/or calibrations within its scope.

Ensuring Better Services and Fair Value ISO Technical requirements Equipment shall be operated by authorized personnel. Up-to- date instructions on the use and maintenance of equipment (including any relevant manuals provided by the manufacturer of the equipment) shall be readily available for use by the appropriate laboratory personnel. When opinions and interpretations are included, the laboratory shall document the basis upon which the opinions and interpretations have been made. Opinions and interpretations shall be clearly marked as such in a test report.

Ensuring Better Services and Fair Value PROPOSED STEPS TO IMPLEMENTATION OF ISO Situational analysis – where are we as regards requirements of ISO 17025? 2.Structure reorganisations (including detailing of J.Ds etc) 3.Validation of test methods (if necessary). 4.Development of standard operating procedures. 5.Compilation of Quality Manual. 6.Interlab testing. 7.Development of a certification scheme (NWASCO).
