Page 2 OVERVIEW The SSWG Workplan was prepared at the Federal Strategic Sourcing Conference The two-day conference had representatives from across 14 government agencies The intent of the working session was to: –Identify the specific near-term goals and objectives of the SSWG –Define the tasks required to achieve the identified objectives –Discuss expected results –Define next steps The SSWG Workplan was prepared at the Federal Strategic Sourcing Conference The two-day conference had representatives from across 14 government agencies The intent of the working session was to: –Identify the specific near-term goals and objectives of the SSWG –Define the tasks required to achieve the identified objectives –Discuss expected results –Define next steps Results generated by the team will be leveraged to define the future direction of SSWG and government-wide strategic sourcing SSWG Workplan Background

The COP is led by the FSSI Program Management Office within GSA. It is the responsibility of the COP to execute the objectives of the SSWG Workplan. COP Page 4

Page 5 Four key strategic sourcing goals, as defined by stakeholders within the Federal community, along with recent OMB guidance were used to guide the Community of Practice (CoP) in their development of the SSWG Workplan FEDERAL STRATEGIC SOURCING GOALS Goal 1: Avoid unnecessary duplication of effort in pursuing OMB Strategic Sourcing Initiative Goal 2: Develop standard processes and tools that can be leveraged throughout the government Goal 3: Establish mechanisms to increase savings, value, and socio-economic participation Goal 4: Share best practices and build upon the strategic sourcing community of practice OMB GUIDANCE Per Peter Orszag’s “Improving Government Acquisition” memo dated July 29,2009 states that: The Administration has set a net savings target of $40 billion a year through better acquisition and acquisition-related program practices. Accordingly, each agency shall develop a plan to save 3.5 percent of baseline contract spending in FY 2010 and a further 3.5 percent in FY The CoP came together as a government-wide organization to identify ways to begin achieving these goals and savings targets while generating operating efficiencies

Page 6 The scope of the SSWG Workplan was defined through an agreed upon set of objectives #WORKPLAN OBJECTIVES 1 Develop knowledge sharing tools that can be used to share strategic sourcing best practices, templates and lessons learned within the government sourcing community 2 Identify what policy / guidance recommendations are required from OMB/OFPP to further encourage government-wide participation in strategic sourcing and determine how these policies should be enforced 3Identify next common government-wide strategic sourcing opportunities 4 Revisit and revise ConOps for current environment of Government-wide Strategic Sourcing 5Evaluate e-Procurement and IT tools to enable strategic sourcing process 6 Develop overarching strategic sourcing performance metrics SSWG WORKPLAN OBJECTIVES
