NAPIS & SPR vs OACCESS & RAIN National Aging Program Information System (NAPIS) data is the Administration on Aging’s (AoA) critical means to demonstrate program value to Congress and the Office of Management and Budget (OMB) (OMB and Congress require the data.) Why Do We Need It? AoA is required to report on 17 performance measures in their budgeting process. 10 of these performance measures come the the NAPIS State Program Report. What happens if our data are inaccurate?
