7 Balancing Incentive for Payments Program (BIP) Significant expansion to NY Connects program Enhanced federal funding to rebalance the state system of long term services and supports away from institutionally based care towards home and community based services. NY Connects will continue its evolution into a more robust program and serve as the Hub of the NWD/SEP system
