Proposed Regional Cooperation Framework To be taken forward through the Bali Process on People Smuggling, Trafficking in Persons and related Transnational Crime

Key Aims Enhance regional response to irregular migration Create disincentives for irregular movement Eliminating the advantage of undertaking dangerous travel Undermine people smuggling trade Inclusive and non-binding

Provide durable solutions Promote access to consistent processing arrangements Possibly through a regional assessment centre or centres, and/or expanded and enhanced regional cooperation arrangements Ensure sustainable, safe and dignified returns for people found not to be owed protection Core Principles Eliminate irregular movement facilitated by people smugglers and promote orderly migration Continue efforts through border control and law enforcement to target irregular movement and people smuggling activities

Enable States to enter into practical arrangements At the bilateral and multilateral level The framework would: Address initially a selected caseload or caseloads States would seek to process selected caseload(s) in accordance with arrangements established under the framework Region would need to commit to the caseload(s) being processed in an agreed manner

Support prevention of loss of life at sea Possible Practical Arrangements Guided by following considerations: Seek to build capacity in the region to process mixed flows and use available resources Such as those provided by international organisations Reflect the principles of burden-sharing and collective responsibility while respecting sovereignty and States’ national interest

Seek to address root causes and promote stabilisation Possible Practical Arrangements (cont.) Avoid creating pull factors within the region Seek to undermine people smuggling model and create disincentives for irregular movement including, as appropriate, transfer and readmission Support and promote increased information exchange

Bali Process co-chairs to review membership of the Ad Hoc Group Future Activities Ad Hoc Group to focus on ways to harmonise processes for dealing with irregular flows in the region Co-Chairs to report to Ministers on the operation of any arrangements implemented under the framework and provide advice on further opportunities for cooperation
