DEFINITIONS CONSERVATION DISTRICT- Defined by Conservation District law-Has the authority under a delegated agreement with DEP to administer and enforce all or a portion of the erosion and sediment control program in this Commonwealth. EARTH DISTURBANCE ACTIVITY- A construction or other human activity which disturbs the surface of the land. EROSION and SEDIMENT CONTROL PLAN- A site specific plan identifying BMPs to minimize accelerated erosion and sedimentation. BMPs- Activities, facilities, measures, or procedures used to minimize accelerated erosion and sedimentation to protect, maintain, reclaim and restore the quality of waters and the existing and designated use of waters in this Commonwealth. STABILIZATION- The proper placing, grading, constructing, reinforcing, lining, and covering of soil, rock or earth to insure their resistance to erosion, sliding or other movement.

WATERS of THIS COMMONWEALTH- Rivers, streams, creeks, rivulets, impoundments, ditches, watercourses, storm sewers, lakes, dammed water, wetlands, ponds, springs and other bodies or channels of conveyance of surface and underground water, or parts thereof, whether natural or artificial. IS SEDIMENT REALLY A POLUTANT ? YES IT IS THE NUMBER ONE WATER POLLUTANT IN THE UNITED STATES AND CAUSES APPROXIMATELY $16 BILLION IN ENVIRONMENTAL DAMAGE ANUALLY ARTICLE 1 SECTION 27 of the PENNSYLVANIA CONSTITUTION The Environmental Rights Amendment- (Adopted May 18, 1971) “The people have a right to clean air, pure water, and to the preservation of the natural, scenic, historic, and esthetic values of the environment. Pennsylvania’s public natural resources are the common property of all the people, including generations yet to come. As trustee of these resources, the Commonwealth shall conserve and maintain them for the benefit of all of the people.

We can work together and protect our natural resources.
