ERDC collaborates with other state agencies to produce cross-sector, longitudinal reports and analyses including early learning, K12, higher education and workforce. ARRA grant that ends in June, 2014 accelerates this work. About the ERDC

W ASHINGTON S TATE E DUCATION R ESEARCH & D ATA C ENTER, O FFICE OF F INANCIAL M ANAGEMENT 2014 ERDC ARRA SLDS Grant Conference | May 21, 2014 A BOUT THE P20W D ATA W AREHOUSE The ERDC is the owner and user of the State of Washington’s P20W Data Warehouse. The system is hosted by the Department of Enterprise Services. The P20W Data Warehouse is a statewide longitudinal data system that includes de-identified data about people's early childhood, Kindergarten through 12 th grade, higher education and workforce experiences and performances (hence the name P20W). The data are collected and linked from existing state agency data systems. It includes data about the kinds of services they receive, programs in which they participate, and their academic performance and program or degree completion. It also includes a variety of demographic data so we are able to look at a various sub-groups. Personally identifiable information, such as names, social security numbers, addresses, and other data which can identify a person as an individual, are not part of the research database.

There are three types of cohorts, based upon how the participants of the cohort are identified and managed. Cohorts start with either a predetermined list of participants or a predetermined list of characteristics that can be used to generate the list of participants. The Fixed Cohort consists of a list of participants (people) that do not change. This list can be provided to ERDC or it can be created by ERDC based on specific characteristics. This list is not changed by the ongoing identity matching processes Once a member, always a member. The Updated Cohort uses “Begin” and “End” dates to limit the participation within the cohort to a specific time period. Having no “End” date indicates continued and uninterrupted participation in the Cohort. Membership in the cohort can change due to the results of ongoing identity matching processes. The dates allow the replication of the cohort for different time periods. The Dynamic Cohort is defined by Characteristics (e.g. 9 th Grade Students) and all of the participants are replaced each time the cohort is to be used (e.g. Weekly, Monthly, Yearly, Ad- hoc). Membership in the cohort is updated to be in sync with the most recent identity matching processes.

W ASHINGTON S TATE E DUCATION R ESEARCH & D ATA C ENTER, O FFICE OF F INANCIAL M ANAGEMENT 2014 ERDC ARRA SLDS Grant Conference | May 21, 2014  High School Graduates: The to annual summary data file (P- 210) for public high school enrollment and completion from the Office of Superintendent of Public Instruction; the CEDARS - Comprehensive Education Data and Research System and CSRS - Core Student Record System were also employed to augment the P210 data; and  Washington Community and Technical College Enrollment: the to Enrollment Data from the State Board for Community and Technical Colleges (SBCTC), which includes student enrollment by term for the 35 colleges in the state system; and  Washington Public University Enrollment: the to Enrollment Data from the Public Centralized Higher Education Enrollment System; and  Private and out-of-state College/University Enrollment: the to Enrollment Data from the National Student Clearinghouse. W ASHINGTON S TATE E DUCATION R ESEARCH & D ATA C ENTER, O FFICE OF F INANCIAL M ANAGEMENT 2014 ERDC ARRA SLDS Grant Conference | May 21, 2014  Why are only percentages displayed – no counts? To comply with recommendations made by the Privacy Technical Assistance Center (PTAC), information is presented in percentages, or ranges of percentages rather than exact counts. This change to the display mitigates the release of personally identifiable information and is a strategy recommended in SLDS Technical Brief #3. In another compliance-related change, enrollment counts for out-of-state and private institutions are now presented in broad categories (private, out-out-of-state), and not by the individual institution.SLDS Technical Brief #3  Why are percent ranges used and why do schools/districts have ranges with different widths? The width of the percent range reported for schools or districts is based on their number of high school graduates or enrollments. The smaller the number of high school graduates/enrollments the larger the percent range. For example, high schools reporting graduates/enrollments in a given year have percentages reported in interval widths of 20% (e.g., 0-20%, 21-39%); high schools reporting graduates/enrollments in a given year have interval widths of 5% (e.g., 0-5%, 6-10%). This serves two purposes: 1) Prevents the accidental disclosure of student-level information and 2) conveys that the precision of rates for smaller schools or districts is lower than the precision of rates for schools or districts with larger numbers of graduates/enrollments.
