Fusion Center  An organized structure to coalesce data and information for the purpose of analyzing, linking and disseminating intelligence.  Structured and unstructured data is extracted  Data is fused and analyzed to generate intelligence products and summaries for tactical, operational and strategic decisionmakers

Iowa Fusion Center Concept Law Enforcement Terrorism Prevention Program (LETPP)

Iowa Homeland Security Advisory Council  Following the 911 Event Iowa established an Advisory Council to enhance the State’s capability to coordinate the implementation of the Iowa Homeland Security Initiative.

Advisory Council – Information and Intelligence Sharing Taskforce  In the Spring of 2002, a number of agencies were asked to participate in an Information and Intelligence Sharing task force. The purpose of the task force was to make recommendations for sharing intelligence and information between critical sectors of law enforcement, public and environmental health, agriculture, private enterprise, and emergency management.

Department of Homeland Security Grant Program FY-04  Three Parts FY 2004 SHSGP ($22, 650,000) - The FY 2004 State Homeland Security Grant Program is being provided to enhance the capability of State and local agencies to prevent and respond to incidents of terrorism. FY 2004 LETPP ($6,721,000) - The Law Enforcement Terrorism Prevention Program (LETPP) is the result of a concerted effort to increase the level of funding available for prevention efforts, and the law enforcement communities to provide a conduit for terrorism intervention. FY 2004 CCP ($470,000) - provides funds to Citizen Corps Councils with planning, outreach, and management of Citizen Corps programs and activities.

Fusion Center System  The Fusion Center is a centrally focused system that is regionalized in function to serve as the “ clearing house ” for all potentially relevant domestically generated homeland security data and information to ensure interpretation, assessment and preventive actions.

Workgroup Key Tasks/Principles  Ensure that Iowa’s Fusion Center Concept is a solid strategic investment.  Ensure that Iowa’s Fusion Center Concept builds upon current capabilities.  Ensure that Iowa’s Fusion Center Concept contributes to the sustainability of Iowa’s homeland security strategies.  Ensure to the maximum extent possible that Iowa’s Fusion Center Concept contributes to the prevention of terrorist attacks.

Fusion Center - Statewide Strategic Intelligence  “Business-hours” staffing, call-out capabilities  Research support for senior executives and decision makers, Course of Action development and recommendations  Proactively use intelligence to identify and define key threat problems and issues  Prepare and deliver information and decision briefings for senior executives and other decision makers  Maintains a forward-looking perspective to support strategic planning and identification of threats, opportunities, trends, and emerging issues

Fusion Center - Information Management  “Business-hours” staffing; call-out capabilities  Maintains the information systems  Coordinates the flow of data and information  Enrolls and trains info system users  Enters data into databases, and posts information on web- based systems.  Ensures that stored data meets all data and quality standards, (including privacy and civil liberties protections)  Acquires and maintains access to various government and commercial data systems

Fusion Center - Regional Operations Support (includes 6 Regions)  Multi-functional Analysts  Info gathering, sharing, intel ops  LEIN task force support  Liaison (task forces, other disciplines)  Critical asset assessments  Training, briefings

Fusion Center - Watch Center  Around-the-clock State Communications capability  Takes or directs “after-hours” emergency calls  May disseminate notifications and alerts, indicators and warnings  Communications liaison with State Emergency Operations
